التعدين الأهلي مخاطره وأثره على تلوث المياه واستدامة التنمية

Abstract

يشكل التعدين الأهلي خطراً كبيراً على البيئة وعملية التنمية لما يسببه من تلوث في الهواء والماء والتربة ولا تقتصر أثاره السالبة على الإنسان فقط وإنما تمتد لتشمل كل الكائنات الحية من طيور وحيوانات وثروة سمكية ونبات كما يعتبر التعدين الأهلي استنزافا غير مرشد للموارد الطبيعية الأمر الذي يتعارض مع مقررات مؤتمر استكهولم فيما يتعلق باستغلال الموارد الطبيعية غير المتجددة حفاظاً على حقوق الجيل الحالي والأجيال المتعاقبة. توصلت الدراسة إلى أن التعدين الأهلي له ضرر بالغ بصحة الإنسان بسبب المواد المستخدمة في عملية التعدين مثل الزئبق والسيانيت كما أن مخلفات التعدين التي تجرفها مياه السيول تحدث تلوثاً بمياه النيل كما أن جرف التربة يحدث ضرراً بيئيا بالتربة ويعرضها لعوامل التعرية بما يزيد من الرقعة الصحراوية كما تتسبب عمليات التعدين الاهلى في أعاقة خطط التنمية المستدامة بالمنطقة. توصي الدراسة بضرورة تفعيل منظمات المجتمع المدني في التوعية بمخاطر التعدين الأهلي وأثاره السالبة على البيئة وكذلك أن تقوم وسائل الأعلام بدورها كاملاً في هذا المجال وأن تقوم الجهات العدلية المختصة بإقرار التشريعات التي تحمي البيئة وتنظم عمليات الاستثمار وان تقوم الجهات التنفيذية بتنظيم عمليات التعدين الاهلى وانشاء الية لشراء وتصدير حصيلة الذهب المستخلص بواسطة صغار المعدنيين . الكلمات المفتاحية: التعدين الاهلى - التنمية المستدامة – التلوث - البيئة

Abstract The civil mining constitutes a tremendous danger to environment and development process causing pollution in the air and soil. Its negative impacts not only affects human, but also living creatures such birds, animals, fishery, and plants. Civil mining also is considered to be as an unwise exploitation for resources which against Stockholm conference on Exploitation of Nonrenewable natural resources to preserve the current generation and subsequent general as well. The study found that, the civil mining causes a severe damage to human health as a result of substances used in the mining such as mercury and cyanide. The waste of mining washed away by the flood, will have the Nile water polluted. Soil erosion causes environmental damage to the soil, exposing it to erosion factors, and expanding the desert area. Civil mining also has its impacts in hindering sustainable development plans. The study recommends the activation of civil society organizations to raise awareness about the dangers of civil mining and its negative impacts on environment, and enable media to play its role in this regard. The competent judicial authorities shall pass a legislation that protects the environment and regulates investment operations, not only that but also encourage executive bodies to organize the mining in Sudan.
