    دور نظم المعلومات الإدارية في حل مشكلات الإدارة العامة : (دراسة ميدانية على وزارة الأشغال العامة والإسكان الأردنية) = The role of Management Information Systems in solving Public Administration problems : (A field study of the Jordanian Ministry of Public Works and housing)

    المستخلص هدفت هذه الدراسة إلى التعرف على الدور الذي تؤديه نظم المعلومات الإدراية في حل مشكلات الإدارة العامة عن طريق إعداد استبانة خاصة للإجابة عن فرضيات الدراسة القائلة بوجود علاقة ذات دلالة إحصائية بين دور نظم المعلومات الإدارية في حل مشكلات الإدارة العامة في وزارة الأشغال العامة والإسكان الأردنية (إدارة العمليات المساندة وإدارة تطوير الأداء المؤسسي، وما يتفرع عنهما من مديريات) من حيث الحد من المعوقات التنظيمية وتعزيز تنفيذ الأعمال الإدارية، وزيادة فاعلية نظام الرقابة على أداء العاملين، وإنجاز المعاملات بالسرعة والدقة المطلوبة، وتحقيق الفعالية في الاتصالات ونقل المعلومات. وقد توصلت الدراسة إلى عدم وجود فروق ذات دلالة إحصائية عند مستوى دلالة (0,05) بين متوسطات استجابات أفراد العينة حول دور نظم المعلومات الإدارية في حل مشكلات الإدارة العامة، وحول الحد من المعوقات التنظيمية وتعزيز تنفيذ الأعمال الإدارية، وحول زيادة فاعلية نظام الرقابة على أداء العاملين، وحول درجة إنجاز المعاملات بالسرعة والدقة المطلوبة، وحول تحقيق الفعالية في الاتصالات ونقل المعلومات في دوائر الوزارة موضوع الدراسة تبعاً لمتغيرات العمر، والمؤهل الأكاديمي، والتخصص الأكاديمي، والمسمى الوظيفي، وعدد سنوات الخبرة. وخرجت الدراسة بمجموعة من التوصيات، منها التعمق في استخدام نظم المعلومات الإدارية المتطورة لدى كافة المنظمات العامة الخدمية في الأردن، وتوفير مستلزمات تطبيق نظم المعلومات الحديثة في جميع الجهات ذات العلاقة بإدارة المعلومات. Abstract This study aimed to identify the role played by Management Information Systems in solving Public Administration problems by preparing a special questionnaire to test the hypotheses of the study that there is a statistically significant relationship between the role of Management Information Systems in solving the problems of Public Administration in the Jordanian Ministry of Public Works and housing (Management of support operations and management of organizational performance development, and their respective directorates) in terms of reducing regulatory constraints and promoting Implement administrative work, increase the effectiveness of the staff performance control system, deliver transactions with the required speed and precision, and achieve effective communication and information transfer. The study found that there is no statistically significant differences at a significant level (0.05) between the average sample responses of individual members about the role of Management Information Systems in solving Public Administration problems, the reduction of organizational impediments and the strengthening of the implementation of administrative work, and about the increased effectiveness of the control system Performance of employees, about the degree of completion of transactions at the speed and accuracy required, and on effective communication and information transfer in Chambers of Ministry Subject of study according to the variables: age, Academic qualification, Academic specialization, Job title, and number of years of experience. The study recommended to included, in-depth use of advanced management information systems in all public organizations services in Jordan, providing the requirements for the application of modern information systems in all entities involved in information management.

    الإقرار الالكتروني الضريبي ونظم دعم القرار

    المستخلص تمثلت الدراسة في المشاكل التي يعانى منها ديوان الضرائب في عملية الاقرار وسداد الضريبة من قبل المكلفين وكيفية تسهيل عملية السداد وذلك من خلال تصميم نظام يتم من خلاله سداد المكلف ضريبتة من دون اي تدخل من موظفي الضرائب , كما تتناول بعض المواضيع كالتعريف بالحكومة الإلكترونية و مفهوم الاقرار الضريبي. ولقد تم دراسة نظام الاقرار الضريبي حيث تم تحليل النظام القائم حاليا بكاملة, ثم تطوير مقترح جديد يسهل عملية سداد ضريبة الدخل الشخصي من خلال النظام عن طريق الموقع التفاعلي واستخراج كل التقارير المطلوبة لدي ديوان الضرائب من النظام والمتوقعة ومتابعة المكلف منذ تعيينة . ويتفاعل النظام مع المكلفين من خلال الدخول للموقع والتفاعل معه. الكلمات المفتاحية: الإقرارالضريبي _المكلف_نظم دعم القرار Abstract This paper examines the problems faced by the Tax Office. Here we mean the process of acknowledgment of the personal income tax and the process of payment of tax by the taxpayers and how to facilitate the payment process through the design of a system through which the taxpayer pays tax without any interference from tax officials, Some topics such as the definition of e-government and the concept of tax recognition. The system of tax recognition has been studied, where the existing system has been fully analyzed, and a new proposal has been developed which facilitates the process of paying the personal income tax through the system through the interactive website and extracting all the required reports from the system. The system interacts with the taxpayers by entering the site and interacting with it.
