تطبيق مفهوم الحكومة الإلكترونية علي نظام تسجيل الرقم القومي الوطني لإثبات الهوية السودانية

الملخص تم في هذا البحث تصميم نظيم سجل مدني والذي له أهمية القصوي في مشروع الحكومة الإلكترونية بإعتباره أحد المميزات لهوية المواطن. ومن حيث المنهجية تم إتباع أسلوب علمي تطبيقي من خلال استخدام برمجيات متبعة في علم الحاسوب متمثلة في لغة النمذجة الموحدة في التحليل والتصميم ولغة البرمجة PHP مع SQL لغة قواعد البيانات . وتم التعرف علي المفاهيم الأساسية للحكومة الإلكترونية وأهدافها وعوائق التطبيق وأهمية السجل المدني من حيث التعريف للسجل المدني والمقاصد الكلية والأهداف ومن ثم التحليل عن طريق نموذج الكينونة والتعلق والتحليل لمخرجات النظام في شكل شاشات وتقارير، بالإضافة إلي تحليل مشاكل الإدخال والأمنية ودراسة الجدوى ومن ثم تناول البحث التصميم للمخرجات والمدخلات في شكل شاشات كشاشة بيانات المواطن ، وكذلك تصميم قواعد البيانات ومن ثم التنفيذ في شكل شاشات وتقارير ومن ثم الأخذ بالإعتبار عن التوصيات باعتبار أن الرقم الوطني أحد أهم المقومات الأساسية لإثبات الشخصية وذلك بعمل الصيانة الدورية للنظام ومواكبة التطور التقني والفني . Abstract In this research design civil registeration system, which is of paramount importance in the e-government project as one of the advantages of the identity of the citizen.In terms of methodology ascientific method through the use of standard software in computer science represented in the Unified Modeling Language in the analysis, design and programming language PHP with SQLlanguage databases. on the basic concepts of e-government objectives and obstacles were identified as well as importance of civil registration in terms of the definition of the Civil Registration its purposes overall goals , then the analysis by model object oriented and analysis of the output system in the form of screens and reports, in addition to analyzing problems input and security and feasibility study and then studied the design of outputs and inputs in the form of screens screen as the data of the citizen, as well as database design and . implementation in the form of screens and reports moreover,It took into consideration the recommendations that the national number one of the most important components of the identity and the work of periodic maintenance of the system and keep pace with technical and artistic development .
تطبيق مفهوم الحكومة الإلكترونية علي الرقم الوطني القومي لإثبات الهوية السودانية

المستخلص تتناول هذه الدراسة تطبيق مفهوم الحكومة الالكترونية علي الرقم الوطني القومي لإثبات الهوية السودانية . في هذه االدراسة تم تصميم نظام للسجل المدني يعرف بالرقم الوطني ومخرجاته ، والذي له أهمية قصوي في السجل المدني، والحكومة الالكترونية ، بإعتباره تمييز لهوية المواطن السوداني ، وتدوين للبيانات الشخصية للمواطن ، فهو يحمل رقم واحد لاثبات الهوية ، ويظهر ذلك من خلال تطبيق الدقة والسهولة في التعامل مع الإجراءات . من حيث منهجية البحث تم إتباع إسلوب علمي تطبيقي من خلال إستخدام برمجيات متبعة في علم الحاسوب متمثلة في لغة النمذجة الموحدة في التحليل والتصميم ، ولغة البرمجة PHP مع SQL لغة قواعد البيانات . تناولت الدراسة التعرف علي المفاهيم الأساسية للحكومة الإلكترونية ، والسجل المدني ، ومتطلبات إنشاء الحكومة الالكترونية وأهدافها ، ومهامها وأهميتها ، وأمثلة لبعض الدول في تطبيق الحكومة الالكترونية وبوابات الحكومة الالكترونية ، بالإضافة إلي السجل المدني ، المقاصد والأهداف ، ومن ثم تناول التحليل ، أهداف الرقم الوطني ، ومفهوم التحليل عن طريق نموذج الكينونة والتعلق ، وتحليل النظام بجميع مراحله ، والإجراءات ، والأجهزة والبرمجيات . بالإضافة إلي تحليل مشاكل الإدخال ، والمعالجة ، والأمنية. بالإضافة إلي التصميم والمفاهيم العامة عند التصميم وكيفية تطبيق الاسس المناسبة لإكمال عملية التصميم والتنفيذ . وتم التوصل إلي العديد من النتائج ، والتوصيات لمواكبة التطور التقني ، والفني للرقم الوطني بما يتناسب ومتطلبات العصر الحديث ، بإعتبار أن الرقم الوطني أحد أهم المقومات الأساسية والضرورية تمييز الشخصية لهوية المواطن ، وذلك من خلال خلق المعرفة والوعي في سبيل تطبيق الحكومة الالكترونية . Abstract This study deals with the application of the concept of –e government on the national identity number to prove the Sudanese identity. In this study the design of a civil registration system is known as the national number and its outputs ، which is of importance in the civil register and e-government as a distinction between the identity of Sudanese citizen ، the registration of the personal data of the citizen is the number one identification This is shown by applying precision and ease of handling and procedures. In the terms of research methodology، an applied scientific method was followed through of use software in computer science represented in standard modeling language in analysis ، design and programming language php with SQL database language . The study dealt with the basic concept of e- government and the civil register and the requirements of the establishment of e-government and its objectives and functions and importance and examples of some countries in the application of e-government ، and the gates of e-government in addition to the civil register goals and objectives and then address the analysis ، objectives of the national number and the concept of analysis through the model of being and relating and analyzing the system in all its stages، procedures ، hardware and software as well as analysis of input، processing and security problems .In addition to design and general concepts of design and how to apply the appropriate foundations to complete the process of design and implementation . Several results and recommendations have been reached to keep abreast of the technical and technical development of the national number in accordance with the requirements of modern era Considering that the national number is one of the most important and essential elements of personal discrimination for the identity of the citizen through knowledge and awareness in the application of e-government .
مفهوم الحكومة الإلكترونية في السجل المدني بالرجوع لهوية الرقم الوطني .

الملخص يتناول هذا البحث مفهوم الحكومة الإلكترونية في السجل المدني بالرجوع لهوية الرقم الوطني . تم في هذا البحث تصميم نظام للسجل المدني يعرف بالرقم الوطني ومخرجاته ، والذي له أهمية قصوي في السجل المدني، والحكومة الالكترونية ، بإعتباره تمييز لهوية المواطن السوداني ، وتدوين للبيانات الشخصية للمواطن ، فهو يحمل رقم واحد لاثبات الهوية ، ويظهر ذلك من خلال تطبيق الدقة والسهولة في التعامل مع الإجراءات . من حيث منهجية البحث تم إتباع إسلوب علمي تطبيقي من خلال إستخدام برمجيات متبعة في علم الحاسوب متمثلة في لغة النمذجة الموحدة في التحليل والتصميم ، ولغة البرمجة PHP مع SQL لغة قواعد البيانات . ثم تم التعرف علي المفاهيم الأساسية للحكومة الإلكترونية ، والسجل المدني ، ومتطلبات إنشاء الحكومة الالكترونية وأهدافها ، ومهامها ، وعوائق التطبيق ، وأهميتها ، وأمثلة لبعض الدول في تطبيق الحكومة الالكترونية ، وبوابات الحكومة الالكترونية ، بالإضافة إلي السجل المدني ، المقاصد والأهداف ، ومن ثم تناول التحليل ، أهداف الرقم الوطني بالنسبة للمواطن والدولة ، والتحليل عن طريق نموذج ا لكينونة والتعلق ، وتحليل النظام بجميع مراحله بالإضافة إلي تحليل مشاكل الإدخال ، والمعالجة ، والأمنية ، والإجراءات ، والأجهزة والبرمجيات . كذلك تم التصميم للمخرجات ، والمدخلات في شكل شاشات ، وتقارير. ثم التفيذ في شكل شاشات وتقارير، كتنفيذ شاشة البيانات الشخصية للمواطن ، وتنفيذ العـــديد من شاشــــات الإدخال ، وشاشة المرفقات attachment من صورة للمواطن Photo Citizen ، والعديد من الشهادات Certificatesكمستندات لإثبات هوية المواطن ، وشاشة البطاقة الشخصية والجواز كمخرجات ، والعديد من الشاشات التي تم تنفيذها بدقة ، وتم التوصل إلي العديد من النتائج ، والتوصيات لمواكبة التطور التقني ، والفني للرقم الوطني بما يتناسب ومتطلبات العصر الحديث ، بإعتبار أن الرقم الوطني أحد أهم المقومات الأساسية ، لإثبات الشخصية والهوية للمواطن ، وذلك من خلال خلق المعرفة والوعي في سبيل تطبيق الحكومة الالكترونية . Abstract This research deals with the Concept of E .government In the Civil registration with reference to the National identity number. In this research the civil registry system known that National Number and outputs, which is paramount importance in the civil registry and electronic government, as a distinction for Sudanese citizen identity, and codification of personal data of the citizen design, it holds one number to prove identity and showing it through the application of precision and ease in dealing with Measures. In terms of the research methodology was followed scientific approach applied followed through the use of software in computer science represented in the Unified Modeling Language in the analysis, design and programming language PHP with SQL Databases language . Been exposed to the basic concepts of e-government , civil registration and requirements of the establishment e-government objectives functions, constraints on the application, its importance, and examples of some countries in application of e-government, the gates of the electronic government in addition to the civil registry, objectives and targets, then dealt with the analysis, national number targets for the citizen and the state, analysis by being attachment model, and analyze the system at all levels, in addition to analyzing the input, processing and security procedures, hardware and software problems.
