تطبيق مفهوم الحكومة الإلكترونية علي الرقم الوطني القومي لإثبات الهوية السودانية

Abstract

المستخلص تتناول هذه الدراسة تطبيق مفهوم الحكومة الالكترونية علي الرقم الوطني القومي لإثبات الهوية السودانية . في هذه االدراسة تم تصميم نظام للسجل المدني يعرف بالرقم الوطني ومخرجاته ، والذي له أهمية قصوي في السجل المدني، والحكومة الالكترونية ، بإعتباره تمييز لهوية المواطن السوداني ، وتدوين للبيانات الشخصية للمواطن ، فهو يحمل رقم واحد لاثبات الهوية ، ويظهر ذلك من خلال تطبيق الدقة والسهولة في التعامل مع الإجراءات . من حيث منهجية البحث تم إتباع إسلوب علمي تطبيقي من خلال إستخدام برمجيات متبعة في علم الحاسوب متمثلة في لغة النمذجة الموحدة في التحليل والتصميم ، ولغة البرمجة PHP مع SQL لغة قواعد البيانات . تناولت الدراسة التعرف علي المفاهيم الأساسية للحكومة الإلكترونية ، والسجل المدني ، ومتطلبات إنشاء الحكومة الالكترونية وأهدافها ، ومهامها وأهميتها ، وأمثلة لبعض الدول في تطبيق الحكومة الالكترونية وبوابات الحكومة الالكترونية ، بالإضافة إلي السجل المدني ، المقاصد والأهداف ، ومن ثم تناول التحليل ، أهداف الرقم الوطني ، ومفهوم التحليل عن طريق نموذج الكينونة والتعلق ، وتحليل النظام بجميع مراحله ، والإجراءات ، والأجهزة والبرمجيات . بالإضافة إلي تحليل مشاكل الإدخال ، والمعالجة ، والأمنية. بالإضافة إلي التصميم والمفاهيم العامة عند التصميم وكيفية تطبيق الاسس المناسبة لإكمال عملية التصميم والتنفيذ . وتم التوصل إلي العديد من النتائج ، والتوصيات لمواكبة التطور التقني ، والفني للرقم الوطني بما يتناسب ومتطلبات العصر الحديث ، بإعتبار أن الرقم الوطني أحد أهم المقومات الأساسية والضرورية تمييز الشخصية لهوية المواطن ، وذلك من خلال خلق المعرفة والوعي في سبيل تطبيق الحكومة الالكترونية . Abstract This study deals with the application of the concept of –e government on the national identity number to prove the Sudanese identity. In this study the design of a civil registration system is known as the national number and its outputs ، which is of importance in the civil register and e-government as a distinction between the identity of Sudanese citizen ، the registration of the personal data of the citizen is the number one identification This is shown by applying precision and ease of handling and procedures. In the terms of research methodology، an applied scientific method was followed through of use software in computer science represented in standard modeling language in analysis ، design and programming language php with SQL database language . The study dealt with the basic concept of e- government and the civil register and the requirements of the establishment of e-government and its objectives and functions and importance and examples of some countries in the application of e-government ، and the gates of e-government in addition to the civil register goals and objectives and then address the analysis ، objectives of the national number and the concept of analysis through the model of being and relating and analyzing the system in all its stages، procedures ، hardware and software as well as analysis of input، processing and security problems .In addition to design and general concepts of design and how to apply the appropriate foundations to complete the process of design and implementation . Several results and recommendations have been reached to keep abreast of the technical and technical development of the national number in accordance with the requirements of modern era Considering that the national number is one of the most important and essential elements of personal discrimination for the identity of the citizen through knowledge and awareness in the application of e-government .
