Abstract
Abstract
This study investigates the importance of administrative
controlling of the general performance in the Sudan through the
corporation of injustice and general Hisba, which represents the
highest controlling system in the state he cause it is a part of the
republic presidency and represents the top of the executive
system in importance in the success of the plains and strategies
through its different stages, previous, inseparable and
succeeding controlling so as to cover all sides of work planning,
executing and final result.
Administrative controlling looks to protect the pubic right
and preserving the rights of the citizines and employees of the
state. Also it works in revising the performance to insure its
consistency with the suggested plans, treatment of deviations
and preventing in justice. The corporation of injustice and
general Hisba works in assuring the fitness, good deliberating
and purity in the work of the government systems.
The researcher uses the descriptive analytic method and
the statistical analytic method.
The research consists of an introduction it hypotheses,
objectives and two parts. Parts one consists of three chapters.
The first chapter defines the administrative controlling. It
discusses its concept, importance and effect on human behaviour
on it. The second chapter deals with the systems and means of
administrative controlling. It expresses its methods and the role
of modern technology in it. The third chapter discusses the
administrative controlling between the theory and practice. It
deals with the effect of controlling in national plans and
strategies. Part two is set for the practical study. It consists of
two chapters. The first chapter expresses the basics and
objectives of the countries of administrative controlling and
general Hisda, and experiments of some countries. The second
chapter in the practical study and only and concludes with the
find results and recommendations.
The results has proved that the rules of the corporation
doesn't include restraint articles for the breakers of its decisions.
Also the corporation lacks the suitable environment of
work that helps in improving the performance. It lacks work
instruments such as means of transportations and
communication. It is clear that well trained staff so as to support
the few working number.
The study concludes with the following recommendations:
1. Revising the corporation law and making suitable
omendmerits that gives the law its strength to achieve its
goals through adding restraint articles.
2. Seeking the help of experts and specialists to so plans and
regulations that covers the general situation of all
governmental units and in situations, in addition to the
situation of executing the corporation instructions.
