Abstract

18 Abstract : This study is focused on the role of investing reserve funds of social funds, in social and economic development and on the progress and the development, which result from such investment and which will reflect on beneficiaries, as well as the entire country. The study tackled also, issues of adverse impacts of unstable political conditions unsuccessful economic policies, as well as administrative and technical problems within the two funds. In this respect, the researcher adopted several assumptions and sought to prove their validity. She divided this study into two parts. The first part consists of three chapters, which represent the theoretical framework of the study, while the second part concentrated on the practical side of the study, which is divided into three chapters, as well. While chapter one of part one discussed the concepts and the inception of social security systems, chapter two tackled the benefits provided by social security system in Sudan, in addition to coverage and funding of this system. As for chapter three, it is focused on the theoretical side of investment. The fourth chapter of part two displayed the role of the two funds in economic development, while chapter five examined the role of the two funds in social development, as section one of this chapter. The second section of chapter five dealt with the problems of investment in Sudan, whereas the third section is devoted to the success, failure and solutions of development plans and programs, in Sudan. Chapter six of this study handled the field study conducted by the researcher and contained two types of questionnaires. Samples for the first questionnaire were selected from employees of the two funds, in addition to other samples from the employees of Investment Commission. Beneficiaries (pensioners and investors) were selected as samples for the second type of the two questionnaires. The researcher concluded this study with the most important results, which she has reached, through analysis of the available data and then derived conclusions and put forward a number of recommendations, which are based on the drawn out conclusions. The conclusion contained an introduction on the importance of social security in our lives, together with the risks it covers and a briefing on the contents of this study. One of the most important conclusions, which are drawn out through this study, is the great and effective role of investment by the two funds, in economic and social development in the country. This role is expected to increase in the next years, if Allah wishes. Also, another important result, which the researcher has reached, is the inadequacy of funding sources for launching a strong and autonomous investment projects. In addition, the researcher could draw out a third essential conclusion, which confirms the great role of returns on investment, in raising the reserves of the two funds.
