الحكم الراشد ودوره في ترسيخ الديمقراطية في الدول النامية ( المشاركة السياسية)

Abstract

تناولت الدراسة الحكم الراشد ودوره في ترسيخ الديمقراطية في الدول النامية، وقد تم تعريف مفهوم الحكم الراشد ومعاييره وأهدافه، ومن ثم تعريف الديمقراطية ومفهومها وركائزها ومقوماتها، وهدفت الدراسة إلى المقارنة بين الحكم الراشد والديمقراطية من خلال معيار المشاركة، وأن وجود الديمقراطية يعد حافزاً جيداً لقيام الحكم الراشد. وتكمن مشكلة الورقة في دراسة ترسيخ الديمقراطية والدور الذي يلعبه الحكم الراشد في ذلك لبناء أنموذج سياسي يجمع بين حقوق الإنسان ،وحاجاته، ومشاركته في الحكم ،وشرعية هذا الحكم. واستندت الورقة على فرضية أساسية وهي أن تطبيق معايير الديمقراطية المتمثلة في المشاركة والحرية وحقوق الإنسان والتعددية السياسية وتداول السلطة وحرية التعبير ومبدأ الفصل بين السلطات, يساعد على قيام أنظمة سياسية ديمقراطية رشيدة. واتبعت الدراسة المنهج الوصفي والتاريخي لدراسة التطور التاريخي والسياسي لمفهوم الحكم الراشد والديمقراطية و من أهم نتائج الدراسة وجود الحكم الديمقراطي يتطلب بالضرورة وجود مبدأ الحكم الراشد الذي يعمل على تحقيق المشاركة والشفافية العدالة والمساواة وحكم القانون, الذي أصبح الشغل الشاعل لجميع المنظمات الدولية والدول الكبرى. ومن أهم التوصيات دعوة الحكومة لدعم لمنظمات المجتمع المدني، والمؤسسات المتخصصة لتطوير، وتثقيف المواطنين ثقافة ديمقراطية ودعم الحريات وفتح المشاركة السياسية، والإيمان بالتعددية الحزبية والتداول السلمي للسلطة, هذا من جانب الأنظمة السياسية والمواطنين أنفسهم.

Abstract This research tackled the good governance and its role in consolidating democracy in developing countries، it defined good governance، its criteria and objectives، and it defined democracy، its concept، pillars and elements as well. The aim of the research is to compare between good governance and democracy through the criterion of participation and that the existence of democracy is a good incentive for good governance. The problem of research is represented in studying the consolidation of democracy and the role played by good governance in this regard to build a political model that combines human rights، needs، participation in rule and the legitimacy of such rule. The research was based on a basic premise that the implementation the democratic criteria represented in participation، freedom، human rights، political pluralism and circulation of power، freedom of expression and the principle of separation of powers، Thus helping to establish rational democratic systems، the research used the descriptive، historical and political approach to the concept of good governance and democracy، one of the most important findings of the study is the existence of the rule that realizes participation، transparency، equality and the rule of law، which became a major concern for all international organizations and major countries. Of the most important recommendations is the calling on the Government to support for civil society organizations، specialized institutions for the development and education of citizens with respect to democracy، support of freedoms، opening of political participation، belief in pluralism and peaceful transfer of power as far as the political regimes and citizens are concerned.
