Abstract

مستخلص تناولت الدراسة دور تطبيق الحكومة الالكترونية لتحسين كفاءة أداء نظم الرقابة الداخلية بالوحدات الحكومية، دراسة ميدانية)جهاز شئون السودانيين العاملين بالخارج). تطبيق الحكومة الالكترونية أصبح في الوقت الحاضر من متطلبات الدول لتطوير أعمالها بشكل يتناسب مع التقدم التقني والارتقاء بالعمل الرقابي الاداري وبالأخص الرقابة الداخلية وهي صمام الأمان لها. وتمثلت مشكلة الدراسة هل توجد علاقة ذات دلالة إحصايئة بين سرعة إنجاز الاعمال عند تطبيق الحكومة الالكترونية تساعد في تحسين كفاءة أداء نظم الرقابة الداخلية في الوحدات الحكومية، هل توجد علاقة ذات دلالة إحصائية بين موثوقية البيانات عند تطبيق الحكومة الإلكترونية وتحسين كفاءة اداء نظم الرقابة الداخلية في الوحدات الحكومية، واستخدام الباحث المنهج الوصفي التحليلي، هدفت الدراسة على مدى توفر المعلومات وإجراءات وأساليب وتحديد الصعوبات والعوامل التي تساعد على تطبيق الحكومة الالكترونية في تحسين كفاءة اداء نظم الرقابة الداخلية. توصلت الدراسة لأهم النتائج تطبيق الحكومة الالكترونية يعمل علي تطوير العمل الرقابي والاداري بإستخدام احداث التقنيات، تطبيق الحكومة الإلكترونية يساعد علي سرعة التفاعل بين الوحدات الحكومية وربطها كوحدة واحدة، ابتكار اساليب جديدة لتحسين كفاءة نظم الرقابة الداخلية في الوحدات الحكومية، كما أوصت الدراسة على الاتي: التحديث والمتابعة المستمرة لبرامج الحكومة الالكترونية ومعالجتها، العمل علي زيادة فاعلية تطبيق الحكومة الالكترونية لتطوير انظمة الرقابة الداخلية، تطبيق الحكومة الالكترونية من اهم الدراسات في الوقت الحاضر يجب وضعها في عين الاعتبار، تدريب وتأهيل الكوادر البشرية على التقنيات التي تدعم تطبيق الحكومة الالكترونية، التطبيق الجيد لحكومة الالكترونية يعمل على ترقية العمل بالمستوى المطلوب في الوحدات الحكومية.

Abstract

The study dealt with the role of electronic government to improving the efficiency of the performance of internal control system in government units. To study the situation the (afield study on: secretariat of Sudanese working Aboard). The problem of the study was: Is there a statistically significant relationship between the speed of completion of work when applying e-government that helps in improving the efficiency of the performance of internal control systems in government units, is there a statistically significant relationship between the reliability of data when applying e-government and improving the efficiency of the performance of internal control systems in units Government. The study aimed at the availability of information procedures، ، methods and identification of difficulties and factors that help the application of e-government in improving the efficiency of the performance of internal control systems. E- Government application gives accurate and reliable information to improve the efficiency of the performance of internal control systems e- government. Application reduces labor costs and contributes to the efficiency of internal control systems. the results of the study showed that professional care in the implementation of e-government helps to improve the efficiency of the performance of the internal control systems، and the reliability and accuracy of the data and information of the auditors، to devise new method to improve the efficiency of the internal control system. The study also recommended the following: The speed of completion of the work through the application of electronic government helps to improve the efficiency of the application describe. The application of e-government the good application of government work to upgrade the level of work required in government units.
