دور التأمين الصحي في التنمية الإقتصادية والإجتماعية

Abstract

المستخلص: تناولت الدراسة دور التامين الصحي في العملية الاقتصادية والاجتماعية ونتج ذلك من خلال إن إدخال الآلات المتطورة ذات المعدلات الإنتاجية المرتفعة واستعمال المركبات الكيميائية والعضوية والمواد المشعة يعرض العنصر البشري لمخاطر الإصابة والمرض وهذا الأمر يتطلب إيجاد كل الوسائل الوقائية التي تقيه منها ,فحماية العنصر البشري تعتبر استثماراً بحد ذاتها لأن المبالغ التي تصرف على برامج التأمين والبرامج الوقائية من أجل حماية العامل تعتبر محدودة بالمقارنة مع تكلفة فقدان العامل نفسه أو إصابته بعجز أو مرض مهني. وهدفت الدراسة الي البحث حول المشكلة الرئيسية ، هل هنالك دور للتأمين الصحي في عملية التنمية الاقتصادية والاجتماعية ؟.و هل تتوفر المقدره الكافية لدفع أقساط الإشتراك ؟و هل الخدمات الصحية المقدمة علي درجه عالية من الجوده ؟ تنبع أهمية الدراسة من كونه يتعرض لقطاع خدمي مهم له انعكاسات كبيرة على حياة الإنسان وهو قطاع التأمين الصحي ,فمن الناحية النفسية, التأمين الصحي يحد من الخوف الناجم عن فقدان العمل نتيجة المرض أو العجز ومن الناحية الاقتصادية إن خسارة الفرد لعمله تدفعه إلى العوز والفقر ,و العنصر البشري هو عنصر أساسي في تحقيق خطط التنمية و حماية هذا العنصر يعني حماية المنظمة والمجتمع ككل, والخدمات التي يقدمها التأمين الصحي تنعكس آثارها على التنمية بشكل عام وعلى التنمية الاجتماعية والاقتصادية بشكل خاص. وارتكزت الدراسة الي تسليط الضؤ علي موضوع التامين الصحي وإبراز دوره في عملية التنمية الاقتصادية والاجتماعية ودفعة الي سلم اهتمامات دولة السودان وذلك من خلال من ولاياته المختلفة والتعرف علي المكاسب الناتجة عن تطبيق التامين الصحي. واستخدام اسلوب المنهج الوصفي التحليلي الذي يقوم على التسلسل المنطقي للأفكار، و ذلك من خلال الوقوف على الدور الذي يلعبه التامين الصحي في عملية التنمية الاجتماعية والاقتصادية لسوق التامين السوداني ثم التركيز على بعض المقترحات العقبات والمشاكل السالبة المتوقع حدوثها . لقد تم ايضآ الاعتماد علي المنهج النوعي من خلال الاستعانة بالكتب والدراسات المتعلقة بتأمين الصحي وبعض الارقام والاحصائيات المتوفرة حول واقع التامين الصحي في السودان. ومن اهم النتائج التي تم التوصل اليها من خلال الدراسة الميدانية الي للتامين الصحي دور في عملية التنمية الاقتصادية ويسهم في تحسين المستوي الصحي للمشتركين و للتامين الصحي دور في عملية التنمية الاجتماعية يساعد في القدره علي العمل وزيادة الانتاج للمشتركين ومن اهم التوصيات التي توصلت اليها الدراسة ضرورة وجود أنظمة للتامين الصحي يساعد علي توسيع مراكز تقديم الخدمات الصحية مما يكون له الأثر الايجابي في التنمية الاقتصادية و ضرورة الحد من إستنزاف النقد الأجنبي النتاج عن نفقات العلاج بالخارج ممايؤدي الي زيادة التنمية الاقتصادية Abstract The study examined the role of health insurance in the economic and social process. This was achieved through the introduction of advanced machines with high production rates and the use of chemical and organic compounds and radioactive materials, exposing the human element to the risk of infection and disease. This requires finding all the preventive means that protect it. Because the amounts spent on insurance programs and preventive programs to protect the worker are limited in comparison to the cost of losing the same worker or his disability or occupational illness. The study aimed to research the main problem, is there a role for health insurance in the process of economic and social development? Is there sufficient to pay the subscription installments? Are the health services provided to a high degree of quality? The importance of the study stems from the fact that it is exposed to an important service sector that has great implications for the life of the human being, the health insurance sector. Psychologically, health insurance reduces the fear of loss of work due to illness or disability. In economic terms, the loss of one's work leads to poverty and destitution. The human element is an essential element in the realization of development plans and protection of this element means the protection of the organization and society as a whole, and the services provided by health insurance are reflected on the development in general and on social and economic development in particular. The study focused on shedding light on the issue of health insurance and highlighting its role in the process of economic and social development and push to the attention of the State of Sudan through its various states and identify the gains resulting from the application of health insurance. And the use of descriptive analytical method, which is based on the logical sequence of ideas, and that by examining the role played by health insurance in the process of social and economic development of the Sudanese insurance market and then focus on some of the proposals obstacles and negative problems expected to occur. There has also been reliance on the qualitative approach through the use of books and studies related to health insurance and some figures and statistics available on the reality of health insurance in Sudan. The most important results achieved through the field study to health insurance role in the process of economic development and contribute to the improvement of the health level of participants and health insurance role in the process of social development helps the ability to work and increase production for subscri Among the most important recommendations of the study is the need for health insurance systems to help expand health service centers, which will have a positive impact on economic development and the need to reduce the depletion of foreign exchange output from the expenses of treatment abroad, which leads to increased economic development.
