أثر التمويل علي تطوير البيئة الصحية بالمستشفيات السودانية بولاية الخرطوم ( دراسة حالة مستشفى إبراهيم مالك التعليمي ومستشفى الزيتونة التخصصى الخاصة ) (2015م / 2017م)

Abstract

المستخلص هدفت هذه الدراسة إلى المقارنة بين المستشفيات الخاصة والمستشفيات الحكومية من حيث النسب المالية, ومعرفة مدى تأثير التمويل علي تطوير البيئة الصحية، ومحاولة تقديم الحلول المناسبة للمستشفيات، من أجل تطوير البيئة الصحية. وتظهر أهمية الدراسة في أن التمويل يعتبر العامل الأساسي في تطوير ونمو المنظمات والمؤسسات الربحية وغير الربحية، ومن هنا يتضح أهمية هذا البحث والذي يعمل علي معالجة المشاكل التمويلية، ولذلك فقد قام الباحث بتحليل مشكلة الدراسة، المتمثلة في وجود تفاوت في مستوى فعالية وكفاءة اداء المستشفيات العاملة في السودان ويظهر ذلك جلياً في النسب المالية بهذه المستشفيات، ووضع فرضيات الدراسة ، والمتمثلة في الآتي: هنالك علاقة ذات دلالة إحصائية بين حجم التمويل المتاح ومستوي البيئة الصحية، كما أن ايجايبة بين النسب المالية والكفاءة، هنالك علاقة ايجابية بين النسب المالية ونوع الملكية بالمستشفى. وقد إعتمدت الدراسة علي المنهج الوصفي والتحليلي، ومنهج دراسة الحالة، من خلال جمع المعلومات من المصادر الثانوية المتمثلة في الكتب والمراجع والنشرات والبحوث ذات الصلة بموضوع البحث، بالإضافة إلي المصادر الأولية فقد تم تم إستخدام برنامج اكسل احد برامج حزمة مايكروسوفت اوفس الاصدار 2010 كما تم ايضا تم تحليل بيانات القوائم المالية لمستشفيات عينة الدراسة، وقد توصل الباحث إلى عدد من النتائج أهمها: 1- تتمتع مستشفى الزيتونة بربحية عالية مقارنةً بالمستشفى إبراهيم مالك التعليمى، وذلك طبيعاً لان الهدف من المستشفيات الخاصة تحقيق أعلى معدل ربحية بعكس المستشفيات الحكومية. 2- تتمتع مستشفى الزيتونة كفاءة عالية مقارنةً بمستشفى إبراهيم مالك التعليمى. وفي ضوء ما تم التوصل إليه من نتائج ، خرج الباحث بعدد من التوصيات أهمها: 1- . يجب على المستشفيات الحكومية أن تزيد من نسبة الكفاءة حتى تستطيع منافسة المستشفيات الخاصة 2- تشجيع المستشفيات الحكومية على تنمية وتنويع مصادرها وإيراداتها الذاتية من خلال الاستثمارات قريبة الصلة بالصحة.

Abstract This study aimed to reveal the impact of health environment financing on health services and to suggest the possible relevant solutions for improving the health environment. The significance of this study is that financing is considered as the corner-stone in progress and prosperity of both profitable and non-profitable institutions. This research investigated the embarrassing issues that hinder financing the health institutions and how to overcome them inorder to come out with quality health services. The researcher scrutinized the major problem which was poor financing that negatively affected health services. Moreover, the researcher posed the following hypotheses: -There is a statistical relationship between the possible finance and level of health environment. -There is statistical relationship between sources of finance and health environment development. -There is statistical relationship between finance stipulations and health environment development. The study adopted analytical descriptive method, case study, through collection of data from secondary sources such as: References, bulletin, related researches and from primary sources such as: questionnaires filled by the target population (Ibrahim Malik hospital - Khartoum State). Moreover, the researcher used (spss) statistical package for social science to analyze data and came out with results such as: 1. There is a statistical relationship between amount of finance and level of health Service. 2. The Increase of disease incidence and poor health institution financing led to deterioration of the provided health service. 3. There was a decrease in the infra-structure of health institutions such as wards, offices, laboratories …etc. After these results, the researcher came out with the following recommendations: 1. There should be an increase in the government finance to health institutions and improving the life style of employees. 2. Encouraging health institutions to versify their income resources through investment in health-related services.
