مقومات ومعوقات التنمية الاقتصادية في دولة تشاد

Abstract

المستخلص: هدفت الدراسة إلى تحليل مقومات ومعوقات التنمية الاقتصادية في دولة تشاد على وجه الخصوص، تسعى إلى طرح الإشكاليات التالية: هل التبعية الاقتصادية كان لها أثر في مقومات ومعوقات التنمية الاقتصادية في تشاد؟، إلى أي مدى ساهمت مؤسسات التمويل الدولي في تمويل مقومات التنمية الاقتصادية ومعالجة التحديات التي تواجهها؟ وتكمن أهمية الدراسة في بيان أهمية مقومات ومعوقات التنمية الاقتصادية في تشاد بهدف الوصول إلى تنمية اقتصادية هادفة. استخدمت الدراسة المنهج الوصفي والتحليلي معتمدة على بيانات ومعلومات من مصادر ثانوية متمثلة في الكتب والمجلات العلمية وبحوث وتقارير بجانب الدراسة الميدانية. تتمثل فرضيات الدراسة في الآتي: 1/ عدم استقرار الأوضاع السياسية وسوء النظام الإداري. 2/ مؤسسات التمويل لها دور كبير في مساندة مقومات التنمية في تشاد. من أهم نتائج الدراسة أن تحقيق التنمية الاقتصادية في تشاد قد واجه العديد من التحديات وعدم الاستقرار، وأن مؤسسات التمويل الدولي قد قامت بدعم مجالات ومقومات التنمية (صحة، تعليم، بيئة، إدارة رشيدة)، ومن ثم أوصت الدراسة صناع القرار السياسي بالنظر في الآليات والاتفاقيات التي توقعها الدولة مع مؤسسات التمويل الدولي في تنفيذ مشاريعها وبرامجها التنموية بما يتماشى مع السياسة الاقتصادية للدولة. الكلمات المفتاحية: معوقات - التنمية الاقتصادية Abstract The study aimed at analyzing the components and constraints of economic development in Chad; in particular, it seeks to raise the following problems: • Does economic dependency have an impact on the components and constraints of economic development in Chad? • To what extent have IFIs contributed to the financing of components of economic development and solving the challenges facing them? The importance of the study lies in the fact that it explains the importance of the components and constraints of economic development in Chad in order to achieve meaningful economic development. The study used the descriptive and analytical method, based on data and information from secondary sources of scientific books, journals, research and reports, as well as a field study. The study hypotheses are as follows: • Instability of political situations and poor administrative system. • International financial institutions play a major role in supporting the development components in Chad. One of the main findings of the study is that the economic development of Chad has faced many challenges and that the international financial institutions have supported the areas of development (health, education, environment, good governance ...). Hence, the study recommended that policy makers in Chad should look into the mechanisms and agreements signed by the country with the international financial institutions in the implementation of their projects and development programs in line with the economic policies of the country.
