The problem of the research acts in; who takes the responsibility of medical errors, this responsibility criminal or civil, contractual or not contractual, did civil liability insurance courage the doctors to be neglect and fall in errors or minimize that errors and whether the compensation will pardon from medical error liability, the researcher put many hypotheses summarized in; the doctor has contractual civil liability, the insurance not courage the doctors to be neglect and fall in errors and the compensation will not pardon from medical error liability.
