التخطيط الإستراتيجي وأثره على فعالية أداء المؤسسات (دراسة حالة شركة النيل للبترول)

Abstract

المستخلص تزايدت أهمية التخطيط الإستراتيجي كوسيلة فعالة وتأثيره على فعالية أداء المؤسسات في الآونة الأخيرة، نظراً للتغيرات والتحديات الكبيرة التي تواجه قطاع النفط الحيوي الآن، ولذلك أصبحت الحاجة الماسة إلى التخطيط الإستراتيجي في هذا القطاع، لاسيما وأن مؤسسات القطاع النفطي هي أنظمة مفتوحة تتفاعل مع البيئة فتؤثر فيها وتتأثر بها في تحقيق أهدافها الاجتماعية والاقتصادية، وانطلاقاً من هذا فقد هدف البحث إلى الكشف عن وعي مديري المؤسسات بمدى استخدام التخطيط الإستراتيجي وذلك من خلال تناول أثر التخطيط الإستراتيجي على أداء شركة النيل للبترول في السودان. تلخصت مشكلة البحث في معالجة بعض المشاكل التي تواجه التخطيط الإستراتيجي، لذلك يسعى البحث لمعالجة ذلك من خلال السؤال الرئيسي التالي: كيف يؤثر التخطيط الإستراتيجي على فعالية شركة النيل للبترول؟. جاءت فروض البحث: توجد علاقة وأثر ذو دلالة إحصائية بين التخطيط الإستراتيجي وبين فعالية الأداء في شركة النيل للبترول. يتكون مجتمع الدراسة من الموظفين والإداريين في شركة النيل للبترول، والبالغ عددهم 50 موظف كعينة قصدية، تم تحديد عينة الدراسة بمواصفاتها العلمية التي تحقق أغراض الدراسة من ذوي الاختصاص من إداري وأكاديمي، ولتحقيق أغراض الدراسة (التخطيط الاستراتيجي وإثره على فعالية المؤسسات) حيث تم تحديد العينة ونوعها وفق تصنيف أوما سكيران. توصل البحث إلى عدد من النتائج والتوصيات ومن أهم النتائج: العمل على تطبيق معايير التخطيط الإستراتيجي تبين أثره في فعالية الأداء بشركة النيل للبترول. أما أهم التوصيات: استجلاب الكفاءات الإدارية المؤهلة إدارياً للعمل في قطاع النفط لدعم العمليات الإدارية خاصة في مجال التخطيط الإستراتيجي لتحقيق فعالية الأداء بشركة النيل للبترول. Abstract The importance of strategic planning and its impact on the effectiveness of institution has increased in recent times, due to the great changes and challenges facing the vital oil sector now, and therefore the need for strategic planning in this sector has become urgent, especially since the institutions of the covered sector are open systems that interact with the environment, affect it and are affected by it in and are affected by it in Achieving its social and economic goals, based on this, the research aimed to reveal the awareness of enterprise managers to the extent of using strategic planning on the Petroleum Company in Sudan. The research problem was summarized in addressing some of the problems facing strategic planning. Therefore, the research seeks to address this through the following main question: How does strategic planning affect the effectiveness of Nile Petroleum Company?. The research hypotheses came: There is a relationship and a statistically significant effect between strategic planning and the performance effectiveness of Nile Petroleum Company. The study population consists of employees and administrators in Nile Petroleum Company, whose number is 50 employees as an intentional sample. Determine the sample and its type according to the classification of uma skiran. The research reached a number of conclusions and recommendations. The most important results are: Working on implementing strategic planning criteria, showing its effect on the performance effectiveness of Nile Petroleum Company. As for the most important recommendations: Recruiting administratively qualified administrative personnel to work in the oil sector to support administrative operations, especially in the field of strategic planning, to achieve effective performance in Nile Petroleum Company.
