هجرة العقول والكفاءات وأثرها على ميزان المدفوعات في السودان بالتركيز على الأطباء وأساتذة الجامعات (2008-2016م)

Abstract

المستخلص تناول البحث هجرة العقول والكفاءات واثرها على ميزان المدفوعات في السودان. تمثلتمشكلة البحث في الأسئلة الآتية هي: ما سبب ازدياد معدلاتالهجرة السودانية إلى الخارج؟ إلى أي مدى أثرت هجرة الكوادر والكفاءات المدربة والمؤهلة على الاقتصاد السوداني؟ ما هي السياسات الاقتصادية الكفيلة لمعالجة الظاهرة والحد منها ومن آثارها؟ يكتسب البحث أهمية من ان محاولة دراسة ظاهرة هجرة العقول السودانيةتساعد في الوصول الى مقترحات وحلول لهذه المشكلة. وتمثلت فروض البحث في الاتي: هناك زيادة كبيرة في معدلات هجرة الكوادر والكفاءات المدربة والمؤهلة إلى خارج السودان هجرة الكوادر والكفاءات المدربة والمؤهلة أثرت على الاقتصاد السوداني. و اتبع البحث المنهج الوصفي التحليلي. وتوصل البحث الي عدة نتائج اهمها: أن الدافع الرئيسي للهجرة هو الدافع الاقتصادي المادي للمهاجرين وذلك نسبة لضعف الأجور والحوافز ،وان هجرة الكوادر الطبية واساتذة الجامعات أدى إلى خلل في توزيع القوة العاملة والهياكل الوظيفية مع انهيار البنيات الأساسية خاصة التي ترتبط بالقوة البشرية مما أدى إلى عدم التوازن بين القطاعات المختلف، و اوصى البحث الي عدة توصيات اهمها: تفعيل دور الجاليات السودانية في حث قواعدهم من المدخرين على الادخار وتحويل فوائضهم إلى داخل البلاد، و العمل على تحسين الأحوال الاقتصادية ورفع الأجور للعاملين بالبلاد وحتى تتناسب مع أوضاع معيشتهم وبالتالي فإنها تقلل من ظاهرة الهجرة.، و سياسات التشغيل في الدولة والعمل على إعطاء الأولية للكفاءات الوطن

Abstract The research dealt with the migration of minds and competencies and their impact on economic development in Sudan. The problem of research in the following questions is: What is the reason for the increase in the rates of Sudanese emigration to the outside? To what extent has the migration of cadres and competencies trained and qualified on the Sudanese economy? What policies to address the phenomenon and reduce the effects of the phenomenon? . The research acquires the importance of trying to study the apparent abandonment of Sudanese minds, which helps in reaching proposals and solutions to this problem. The research hypotheses were as follows: There is a significant increase in the emigration rates of qualified and qualified competencies outside Sudan affected the Sudanese economy. The research followed the descriptive analytical method. The research reached several important results: The main motive for migration is the economic economic motivation and the ratio of weak wages and incentives 'and the abandonment of cadres of doctors and university professors led to the imbalance of the distribution of workforce and functional structures with the collapse of basic structures, resulting in imbalance in various sectors' The researcher also recommended working to improve the economic conditions and raise the wages of workers in the country to suit their living conditions and thus reduce the phenomenon of migration 'and operating policies in the state and work to give priority to national competencies
