Abstract

المستخلص تناولت الدراسة دور موازنة البرامج والأداء في الحد من الفساد المالي والاداري بالوحدات الحكومية في السودان، حيث تمثلت مشكلة الدراسة في ان ما يسببه الفساد المالي والادراي من تأثيرات سلبية في جميع المجالات حيث بدأت آثاره تظهر على الوحدات الحكومية بشكل يدعو الباحثين والمختصين والخبراء على علاجه كهدف أساسي لابد من تحقيقه، هدفت الدراسة الي تسليط الضوء على موازنة البرامج والأداء مفهومها ومزاياها ومتطلبات تطبيقها، التعرف على الفساد المالي والاداري وأنواعه وأشكاله وأسباب حدوثه وانعكاساته على الوحدات الحكومية.واختبرت الدراسة فرضياتها توجد علاقة ذات دلالة احصائية بين تطبيق موازنة البرامج والاداء والحد من ممارسات الفساد المالي والاداري بوازرة المالية السودانية، توجد علاقة ذات دلالة احصائية بين تطبيق موازنة البرامج والاداء والحد من ممارسات الفساد المالي والاداري بوازرة المالية السودانية، استخدمة الدراسة المنهج الوصفي التحليلي لتحليل البيانات واختبار الفرضيات، تتجلي اهمية الدراسة في الدور الذي تلعبه موازنة البرامج والأداء في الحد من الفساد المالي والاداري بالوحدات الحكومية توصلت الدراسة الي عدد من النتائج من اهمها ساهمت موازنة البرامج والأداء في توفير معلومات تتلاءم مع التقارير والرقابة المالية و تساعد موازنة البرامج والاداء في الحد من اختلاس المال العام وكشف مراكز المسؤولية.وقد خلصت الدراسة الي مجموعة من التوصيات من أهمها: العمل على توفير الكوادر البشرية المؤهلة والمدربة على تطبيق ذلك النوع من أنواع الموازنات مع الاستعانة بالخبرات المميزة في هذا المجال. ضرورة توعية المسئولين بأهمية وضرورة تطبيق موازنة البرامج والاداء لمحاربة الفساد المالي بالوحدات الحكومية.

Abstract The study dealt with The role of program and performance budget in reducing financial and administrative corruption in government units in Sudan as the problem was that the negative effects caused by financial and administrative corruption in all fields as its effects began to appear on government units a way that calls on researchers specialists and experts to treat it as a basic goal that must be achieved. The study aimed to shed light on program and performance budgeting. And its advantages and requirements for its application, to identify financial and administrative corruption, its types, forms, causes of its occurrence and its repercussions on government units, and the study tested its hypotheses that there is a statistically significant relationship between the application of the budget of programs and performance and the reduction of financial and administrative corruption practices in the Sudanese Ministry of Finance. The study used the descriptive and analytical approach to analyze data and test hypotheses. The importance of research is evident in the role played by the budget of programs and performance in reducing financial and administrative corruption in government units The study found a number of results, the most important of which is that the budget of programs and performance has contributed to providing information that is compatible with reports and financial control, and the program and performance budget helps in reducing the embezzlement of public funds and exposing the centers of responsibility. Qualified and trained to apply that type of budget with the help of distinguished expertise in this field. The necessity of educating officials of the importance and necessity of applying the budget for programs and performance to combat financial corruption in government units.
