Abstract

ﻤﺴﺘﺨﻠﺹ ﺍﻟﺒﺤﺙ ﻫﺩﻓﺕ ﻫﺫﻩ ﺍﻟﺩﺭﺍﺴﺔ ﺇﻟﻰ ﺍﻟﺘﻌﺭﻑ ﻋﻠﻰ ﺩﻭﺭ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﻓﻲ ﺭﻓﻊ ﻜﻔﺎﺀﺓ ﻭﺘﻤﺜﻠﺕ ﻤﺸﻜﻠﺔ ﺍﻟﺒﺤﺙ ﻓﻲ ﺍﻟﺘﺴﺎﺅل ﺍﻟﺭﺌﻴﺴﻲ ﻫل ، ﻭﻓﻌﺎﻟﻴﺔ ﺃﺩﺍﺀ ﺍﻟﻤﺅﺴﺴﺎﺕ ﺍﻟﺘﺭﺒﻭﻴﺔ ﺒﺎﻷﺭﺩﻥ ﻫﻨﺎﻟﻙ ﻤﻌﻭﻗﺎﺕ ﺘﺤﻭل ﺩﻭﻥ ﺘﻁﺒﻴﻕ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﻓﻲ ﺍﻟﻤﺅﺴﺴﺎﺕ ﺍﻟﺘﺭﺒﻭﻴﺔ ﺒﺎﻷﺭﺩﻥ . ﻭﻗﺎﻤﺕ ﻫﺫﻩ ﺍﻟﺩﺭﺍﺴﺔ ﻋﻠﻰ ﺍﺨﺘﺒﺎﺭ ﺍﻟﻔﺭﻭﺽ ﺍﻟﺘﺎﻟﻴﺔ :ﻟﺩﻯ ﺍﻟﻘﻴﺎﺩﺍﺕ ﺍﻟﺘﺭﺒﻭﻴﺔ ﺒﻤﺩﻴﺭﻴﺔ ﻫﻨﺎﻙ ، ﺍﻟﺘﺭﺒﻴﺔ ﻭﺍﻟﺘﻌﻠﻴﻡ ﻓﻲ ﻟﻭﺍﺀ ﺍﻟﺭﻤﺜﺎ ﻤﻌﺭﻓﺔ ﻤﻤﺘﺎﺯﺓ ﺒﻤﻔﻬﻭﻡ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﻋﻼﻗﺔ ﺫﺍﺕ ﺩﻻﻟﺔ ﺇﺤﺼﺎﺌﻴﺔ ﺒﻴﻥ ﻤﺴﺘﻭﻯ ﺍﻟﻤﻌﺭﻓﺔ ﻭﺍﻹﻟﻤﺎﻡ ﺒﻌﻤﻠﻴﺔ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﻭﻤﺴﺘﻭﻱ ﺍﻟﺘﻁﺒﻴﻕ ﺒﻤﺩﻴﺭﻴﺔ ﺍﻟﺘﺭﺒﻴﺔ ﻭﺍﻟﺘﻌﻠﻴﻡ ﻓﻲ ﻟﻭﺍﺀ ﺍﻟﺭﻤﺜﺎ، ﺴﺎﻫﻡ ﺘﻁﺒﻴﻕ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﻓﻲ ﺭﻓﻊ ﻜﻔﺎﺀﺓ ﻭﻓﺎﻋﻠﻴﺔ ﺍﻷﺩﺍﺀ ﺒﻤﺩﻴﺭﻴﺔ ﺍﻟﺘﺭﺒﻴﺔ ﻭﺍﻟﺘﻌﻠﻴﻡ ﻓﻲ ﻟﻭﺍﺀ ﺍﻟﺭﻤﺜﺎ، ﻫﻨﺎﻙ ﻤﻌﻭﻗﺎﺕ ﺘﺅﺜﺭ ﻋﻠﻰ ﺘﻁﺒﻴﻕ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﻓﻲ ﻤﺩﻴﺭﻴﺔ ﺍﻟﺘﺭﺒﻴﺔ ﻭﺍﻟﺘﻌﻠﻴﻡ ﻓﻲ ﻟﻭﺍﺀ ﺍﻟﺭﻤﺜﺎ ."ﺍﺴﺘﺨﺩﻡ ﻓﻲ ﻫﺫﻩ ﺍﻟﺩﺭﺍﺴﺔ ﺍﻟﻤﻨﻬﺞ ﺍﻟﻭﺼﻔﻲ ﺍﻟﺘﺤﻠﻴﻠﻲ .ﻭﻗﺩ ﺘﻭﺼﻠﺕ ﺍﻟﺩﺭﺍﺴﺔ ﺍﻟﻲ ﺍﻟﻌﺩﻴﺩ ﻤﻥ ﺍﻟﻨﺘﺎﺌﺞ ﺍﻫﻤﻬﺎ :ﻭﺠﻭﺩ ﻤﻌﺭﻓﺔ ﻭﺇﻟﻤﺎﻡ ﺒﻤﻔﻬﻭﻡ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﻟﺩﻯ ﺍﻟﻘﻴﺎﺩﺍﺕ ﺍﻟﺘﺭﺒﻭﻴﺔ ﻓﻲ ﻤﺩﻴﺭﻴﺔ ﺍﻟﺘﺭﺒﻴﺔ ﻭﺍﻟﺘﻌﻠﻴﻡ ﻓﻲ ﻟﻭﺍﺀ ﺍﻟﺭﻤﺜﺎ، (ﺘﻌﺯﻯ ﻟﻤﺘﻐﻴﺭ 0.05≥α) ﻋﺩﻡ ﺠﻭﺩ ﻓﺭﻭﻕ ﺫﺍﺕ ﺩﻻﻟﺔ ﺇﺤﺼﺎﺌﻴﺔ ﻋﻨﺩ ﻤﺴﺘﻭﻯ ﺍﻟﺩﻻﻟﺔ ﻭﻤﻥ ﺃﻫﻡ ﺍﻟﻤﻌﻭﻗﺎﺕ ﺍﻟﺘﻲ ،( ﺍﻟﻤﺅﻫل ﺍﻟﻌﻠﻤﻲ ﻓﻲ )ﻓﻌﺎﻟﻴﺔ ﻭﻜﻔﺎﺀﺓ ﺃﺩﺍﺀ ﺍﻟﻘﻴﺎﺩﺍﺕ ﺍﻟﺘﺭﺒﻭﻴﺔ ﺘﻌﻴﻕ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﻓﻲ ﻤﺩﻴﺭﻴﺔ ﺍﻟﺘﺭﺒﻴﺔ ﻭﺍﻟﺘﻌﻠﻴﻡ ﻓﻲ ﻟﻭﺍﺀ ﺍﻟﺭﻤﺜﺎ ﻫﻲ :ﺘﻐﻴﻴﺭ ﻁﺎﻗﻡ ﺍﻟﻌﺎﻤﻠﻴﻥ ﺒﻴﻥ ﻓﺘﺭﺓ ﻭﺃﺨﺭﻯ، ﻭﻨﻘﺹ ﺍﻹﻤﻜﺎﻨﻴﺎﺕ ﺍﻟﻤﺎﺩﻴﺔ ﻭﺍﻟﺒﺸﺭﻴﺔ. ﻭﺒﻨﺎﺀ ﻋﻠﻰ ﻤﺎ ﺍﻨﺘﻬﺕ ﺇﻟﻴﻪ ﻫﺫﻩ ﺍﻟﺩﺭﺍﺴﺔ ﻤﻥ ﻨﺘﺎﺌﺞ ﺍﻭﺼﻰ ﺍﻟﺒﺎﺤﺙ ﺒﺎﻟﻌﺩﻴﺩ ﻤﻥ ﺍﻟﺘﻭﺼﻴﺎﺕ ﺃﻫﻤﻬﺎ: ﻋﻘﺩ ﺩﻭﺭﺍﺕ ﺘﺩﺭﻴﺒﻴﺔ ﻟﻠﺘﻌﺭﻴﻑ ﺒﻤﻔﻬﻭﻡ ﻭﺃﻫﺩﺍﻑ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﺨﺎﺼﺔ ﻟﻠﻌﺎﻤﻠﻴﻥ ﻓﻲ ﺍﻹﺩﺍﺭﺍﺕ ﺍﻟﻭﺴﻁﻰ ﻭﺍﻟﺩﻨﻴﺎ، ﺍﺠﺭﺍﺀ ﺩﺭﺍﺴﺎﺕ ﻤﻴﺩﺍﻨﻴﺔ ﺤﻭل ﻓﺎﻋﻠﻴﺔ ﺍﻟﺨﻁﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻴﺔ ﺍﻟﺘﻲ ﻴﺘﻡ ﺘﻨﻔﻴﺫﻫﺎ ﻓﻲ ﺍﻟﻤﺅﺴﺴﺎﺕ ﺍﻟﺘﻌﻠﻴﻤﻴﺔ ﺍﻷﺭﺩﻨﻴﺔ ﻭﺩﺭﺍﺴﺔ ﺍﻟﻤﻌﻭﻗﺎﺕ ﺍﻟﺘﻲ ﺘﻌﺘﺭﺽ ﺘﻁﺒﻴﻕ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻻﺴﺘﺭﺍﺘﻴﺠﻲ ﺒﻜﻔﺎﺀﺓ ﻭﻓﻌﺎﻟﻴﺔ ﻓﻲ ﺍﻟﻤﺅﺴﺴﺎﺕ ﺍﻟﺘﺭﺒﻭﻴﺔ ﻭﺍﻟﺘﻌﻠﻴﻤﻴﺔ ﺒﺎﻷﺭﺩﻥ. Abstract This study aim is to identify the role of strategic planning in raising the efficiency and effectiveness of Jordanian educational institutions performance, the problem of the research is to answer this question, are there any impediments in applying the strategic planning at Jordanian educational institutions. This study tests these hypotheses: there is a good knowledge about strategic planning at the educational leaderships of Al-Ramth education directorate. There are a statistically significance between the level of knowledge in a strategic planning and applying level at Al-Ramth education directorate, the applying of strategic planning contributes in raising the efficiency and effectiveness of Jordanian educational institutions performance, there are impediments effect on applying the strategic planning at Al-Ramth education directorate. This study uses a descriptive and analytical approach. the results of these study are: there are a knowledge in strategic planning concept according to the educational leaderships of Al-Ramth education directorate, there isn't any statistically differences at the significance level (0.05≥α ), attribute to qualification in ( efficiency and effectiveness of leaderships performance), according to the results of this study, the importance impediments which impede the strategic planning in Al-Ramth education directorate are: changing the staff from time to time, the lack of physical and humans resources. The researcher recommends many recommendations the importance of them are: holding a training courses to define the aim and concept of strategic planning especially for the workers the middle and lower departments, conducting a field studies around the strategic plans effectiveness which are implemented at the Jordanian educational institutions, and studying the impediments which efficiently and effectively at educational institution in Jordan.
