Abstract

هذه الورقة تناولت موضوع الضبط الإداري والذي يعد من أهم الأنشطة الإدارية التي تقوم بها الدولة الحديثة لهدف سامي هو أن ينعم الفرد في ظل المجتمع بحياة سهلة وميسرة من خلال تنظيم نشاطه اليومي وبالكيفية التي تتيح للكافة وعلى قدم المساواة العيش الكريم، وتم تقسيم مواضيع الورقة لثلاثة محاور تناول المحور الأول التعريف بمصطلح الضبط الإداري وموقعه من القانون الإداري، أما المحور الثاني فتناول إجراءات الضبط الإداري ووسائل تنفيذه، وفي المحور الأخير تحدثت الورقة عن حدود سلطات الضبط الإداري، ثم الخاتمة التي احتوت على ما توصلت إليه الورقة حول موضوعها. تعرضت الدراسة للتطبيقات العلمية لأنشطة الضبط الإداري وإجراءاته في السودان مع الاستهداء ببعض الأمثلة من الفقه والقضاء اللاتيني. Abstract: This paper dealt with the issue of administrative control, which is one of the most important administrative activities carried out by the modern state for the supreme goal is that the individual enjoy the life of society easy and easy life through the organization of his daily activity and how to allow all and equally decent living, The first axis dealt with the definition of administrative control and its location from the administrative law. The second axis deals with the procedures of administrative control and means of implementation. In the last axis, the paper talked about the limits of administrative control authorities and the conclusion that contained the findings of the paper on its subject. The study was subjected to scientific applications of administrative control activities and procedures in Sudan, with some examples of jurisprudence and Latin jurisprudence.
