Abstract

Abstract The social insurance considered as one of the modem social system which give protect and salty to people from danger they faced by cycling bond salary and recompense them and their families after when there is no more salary or when they face some of the previous damages or risks. This system distinguished from the other systems by: It is a constrictive legal system and managed by an independent institution financial and administer from the nation. This system attainment for some goals , the most important is provide a social protection and generous life to the workers in had times also to economical and social development through the investments of the superabundant money in several fields . The insurance is under the law of the social insurance compulsory on all workers in Sudan also those who word on law judgment Commitment and duties employer of the insurance law in the following Writing the institutions name in the box 1- Complete the procedure on all workers in the field 2- Pay the complications to the national insurance social fund This research considered on supervision and observation the workers to be sure of fulfilling the law of the insurance. To he sure of that the box should create a search equipment on the employer to realize the insurance aims from this study we found that there arc a lot of employer which are not committed to apply the low of the insurance policy. or we can say that they are elusion from participating in tile social insurance so the study exposed details to the smuggling phenomena. Smuggling insurance with all its kind and it field it become clears that the most reason is Unconscious of it to the employer. there are other reasons one of it is no desire for holding the expenditure of the insurance policy “his share of the month participation “ the most important of the secretion the smuggling insurance harming a lot F workers who do not subjection to the system and not utilization from the insurance. This research exposed to the smuggling phenomena submission to the law of the insurance as an hearsay one between workers and this has a had affect on workers In society which is very weak and need to help . so this study looks for that solution protecting and helping under the insurance also the making comparison between the Sudanese insurance supervision system and the Egyptian system and the Kuwaiti system is to introduce on the strongest and the weakness in that low on those countries and to profiting from it. The tools used in this research was through taking a sample from three places in Khartoum state as a questionnaire with some of field inspectors in Khartoum and Omdurman and hahn offices 1- 3 3.3% from the field inspectors in Khartoum office 2- 33.3% from the field inspectors in Omdurman office 3- 33.3 from the field inspectors in hahn of flee The analysis of that questionnaire rash's has showed in this field study the most result that the stilly broaches represented in the following - the field visit that the inspectors do to the employer to make sure of their commitment and aw 2- The insurance cover incomprehensive in other meaning all of the employer didn’t put under the inspector supervision that for some reasons a) Create an Active organization Field search with a powerful that by training the supervisors and motivate them b) Educate the employer by make some seminars and training’ courses for them and other members in the institute e) Simplification the performance in the application field for the social insurance system.
