النظام الفدرالي في السودان = The Federal System in Sudan

Abstract

المستخلص تناولت الباحثة النظام الفدرالي بمقدمة عن تاريخ السودان الفدرالي ثم تناولنا مشكلة جنوب السودان والتي بدأت بالتمرد ومطالبة الجنوبيين بالنظام الفدرالي وموقف الاحزاب السودانية من هذا المطلب بين موافق ورافض . ثم تناولنا النظام الفدرالي من الناحية الفقهية وطرق عمل الاتحاد الفدرالي في سلطات الدولة الثلاثة. انتقلنا بعد ذلك الى النظام الفدرالي في السودان تناولنا فيه النظام الفدرالي في الدساتير السودانية وبحثنا محاسن ومساؤي النظام الفدرالي. وضمنا هذه الورقة بالنتائج والتوصيات والمراجع واهم النتائج النظام الفدرالي يهيئ قدراً من الاستقرار السياسي وذلك باتباع الادارة الشعبية حيث تسود الديمقراطية الشعبية في مرافق الانتاج وادارة المنشآة وتنمية المدن والقرى، وأهم التوصيات العدالة في توزيع الثروة واشراك المواطنين في عملية التنمية مما يشعره بان المجتمع يسعى لرفاهيته وأمنه واستقراره وهذا بدوره يقوي من حبه واخلاصه لوطنه الاكبر. Abstract First the research begins with an introduction about the history of federal Sudan then dealt with the problem of southern Sudan which begins by mutiny of Sothern's to apply the federal system which rejected by some political Sudanese parties while accepted by the others . The research also dealt with federal system from jurisprudential view and how the federal union works in the three powers of State. It dealt also with the federal system in Sudan in the Sudanese constitutions searching the advantages and disadvantages of federal system. This paper includes , results , recommendations and text books .The most important result is that the federal system a chief sum political stability by following public administration where the public democracy is dominant among people in places of production , administration of construction and development of towns and villages . The most important recommendation is fair distribution wealth and citizens become partners in the process of development which makes. Citizen feels that the society is looking after him to a chief his good welfare, security and stability which make him more loyal to his beloved country.
