Abstract

14 Abstract of the Study The study tackled administrative problems of social insurance in Sudan by application over the national fund of social insurance in Khartoum State during (2002 – 2008) with the purpose of giving a short briefing on the issue. The study problem is that administrative problems became recurrent and could be summed up in procedural and organizational difficulties that lead to delay in achieving required works of paying out insurance benefits in addition to problems pertaining to administrative structure of insurance within the national fund of social insurance in Khartoum State. The study followed the statistic programming (SPSS) and results have been presented pursuant available information and according to hypotheses of the study which say that administrators lack of true perception to the concept and meaning of social insurance, led to its lack of promotion and specialized cadre, as it led to poor decision making, poor legislations, laws and regulations organizing social insurance process, that also hindered by over administrative procedures. Moreover, weakness of regulatory structures has led to the lack of catching up with technical development along with poorness of insurance awareness by the public and businessmen, to delay getting of insurance benefit. The study reached the following results: - Coordination weakness among administrations and sections in accomplishment of tasks vested on them. - Poorness of organizational and job structure presently applied. - Non-benefit of insured persons from outcomes of investments made by the fund. - Lack of insurance awareness of most beneficiaries. - Poorness of informatics network connecting the fund sections and administrations. The fund is aware of its goals and its purpose of establishment – non-existence of a fund for receiving proposal complaints and remarks coming from beneficiaries.
