أزمة سد النهضة الرؤي والحلول

Abstract

المستخلص إن الحاجه لوضع صيغة فنية ملائمة للتعاون بين الدول أصبحت ضرورة ملحة،هذا الأمر برمته ينطبق على منطقة حوض النيل بإعتبار أنها المعنية بالدراسه في هذه الورقه،والتي تولي إهتماماً خاصاً بسد النهضة وما أحدثه من أزمة بين دول حوض النيل الشرقي. تمثلت مشكلة الدراسه فى الإشكاليات التى باتت تصاحب إدارة وإستغلال مياه النيل كواحده من مقومات الأمن القومي لدول حوض النيل خاصه بالنسبة للجزء الشرقي منه ودوله الثلاث،ذلك في ظل عدم توفر آليه مناسبه للتعاون بين هذه الدول،عليه كان التساؤل المهم عن ماهيه الكيفية التى يمكن من خلالها إيجاد آليا وظيفيه مناسبه لتحقيق تعاون مائي مؤسسي بين دول حوض النيل؟.أهم فرضية للدراسه هى أن المحاولات المختلفه لتجاوز الخلافات بين دول حوض النيل أثبتت قصور الآليات الموجوده، الأمر الذى يتطلب إما البحث عن آليات جديده أو معالجة قصور الآليات القائمه لتحقيق التعاون المطلوب.أهم نتائج الدراسه:احدث سد النهضه أزمه كبيره ين دول حوض النيل الشرقي، وذلك يعزى لأسباب كثيره منها عدم توفر صيغه قانونيه مناسبه تحدد كيفيه إدارة وإستغلال مياه النيل. أهم التوصيات:البحث عن آليه مناسبة للتعاون بين دول حوض النيل إما بمعالجة قصور آلية قائمة أو بتفعيل الآلية الجديدة المقترحة وهي إئتلاف دول حوض النيل لتحقيق التنمية المستدامة ((إدنا)). الكلمات المفتاحية: سد النهضة – حوض النيل – إتئتلاف دول حوض النيل لتحقيق التنمية المستدامة (إدنا) الأمن القومي. Abstract The need to develop an appropriate technical formula for cooperation between countries has become an urgent necessity. This applies to the Nile Basin region as it is concerned with the study in this paper, which pays special attention to bridging the Renaissance and the ensuing crisis between the countries of the Eastern Nile basin. The problem of study is that have been associated with the management and exploitation of Nile water as one of the national security components of the Nile Basin countries, especially for the eastern part of it and its three countries in the absence of a suitable mechanism for cooperation among these countries, was the important question about how to have appropriate functional mechanisms to achieve institutional water cooperation among the Nile Basin countries?. The most important hypothesis of the study is that the various attempts to overcome the differences among the Nile Basin countries proved the lack of existing mechanisms, which requires either search for new mechanisms or addresses the lack of existing mechanisms to achieve the required cooperation. Main results of the study: The Renaissance Dam is a major crisis in the Nile Basin countries due to many reasons, including the lack of suitable legal form that determines how to manage and exploit Nile water. The most important recommendations: Seeking an appropriate mechanism for cooperation among the Nile Basin countries, either by addressing existing mechanism deficiencies or by activating a proposed new mechanism, the Nile Basin Countries Coalition for Sustainable Development (ADNA).
