دور التخطيط والرقابة الإدارية في رفع كفاءة الأداء بالمنظمات الخدمية (بالتطبيق على الهيئة العامة للمياه من (2015- 2019)

Abstract

المستخلص هدفت هذه الدراسة الى التعرف علي برامج التخطيط والرقابة الإدارية ودورهما في فعالية في الأداء بالهيئة العامة للمياه بولاية الخرطوم، والتعرف على نقاط الضعف في مجال التخطيط والرقابة الإدارية وكيفية تطور التخطيط والرقابة الادارية وتقديم التوصيات والمقترحات المناسبة لتفعيل عملية التخطيط والرقابة الإدارية واقتراح السبل والوسائل لعلاج أوجه القصور ودعم الجوانب الايجابية. استنادًا لآراء عينة من العاملين في الهيئة حول هذا الموضوع. تمثلت مشكلة الدراسة في وجود أوجه قصور في مجال التخطيط والرقابة الإدارية ودورهما تحسين كفاءة الاداء في الهيئة العامة للمياه بولاية الخرطوم، ومن هذا التساؤل الرئيسي تتفرع مجموعة من التساؤلات الفرعية لكي تحقق الدراسة أهدافها استخدمت المنهج الوصفي بإستخدام أداة الإستبانة وتم توزيع (100) استبانة من الإدارة العليا والإدارة التنفيذية للهيئة العامة للمياه. أفترضت الدارسة ان هنالك علاقة ذات دلالة إحصائية بين النظام الرقابي الفعال يحقق الالتزام باللوائح المنظمة للعمل، ايضاً هنالك علاقة ذات دلالة احصائية بين مساهمة عمليات التخطيط وتحقق كفاءة الاداء، ايضاً هنالك علاقة ذات دلالة إحصائية بين اساليب الرقابة وكفاءة الاداء. توصلت الدراسة إلى عدة نتائج منها: عدم وجود اقسام لرصد ومتابعة الخطط الموضوعة في الهيئة، المعدلات والمعايير الرقابية بالهيئة واضحة لتقييم الأداء، إجراءات العمل ووضوح المهام وتحديد الاختصاصات معقدة بما لا يسهل من عملية الرقابة. أوصت الدراسة بعدة توصيات منها: ضرورة وجود اقسام لرصد ومتابعة الخطط حتى تحقيق الأهداف بالصورة المرجوة، ضرورة وضع مقاييس ومعايير رقابية حديثة لتقييم آداء العاملين، ضرورة وضع خطط وإجراءات لتوضيح اختصاصات كل إدارة لتسهيل عملية الرقابة لها.

Abstract This study aimed to identify the planning and administrative control programs and their role in effective performance in the Public Authority for Water in the state of Khartoum, to identify the weaknesses in the field of planning and administrative control, how to develop planning and administrative control, to provide appropriate recommendations and proposals to activate the planning and administrative control process, and to suggest ways and means to remedy the shortcomings. And support the positive aspects. Based on the opinions of a sample of employees of the authority on this subject. The problem of the study was represented in the presence of deficiencies in the field of planning and administrative control and their role in improving the efficiency of performance in the Public Authority for Water in Khartoum State, and from this main question a set of sub-questions branched in order for the study to achieve its objectives. The study assumed that there is a statistically significant relationship between the effective control system that achieves compliance with the regulations governing the work, there is also a statistically significant relationship between the contribution of planning processes and the achievement of performance efficiency, also there is a statistically significant relationship between the methods of control and performance efficiency. The study reached several results, including: the absence of departments to monitor and follow up the plans set in the authority, the rates and control standards in the authority are clear for performance evaluation, work procedures, clarity of tasks, and defining complex competencies that do not facilitate the control process. The study recommended several recommendations, including: the necessity of having departments to monitor and follow up the plans until the objectives are achieved in the desired way, the need to develop modern control measures and standards to evaluate the performance of employees, the need to develop plans and procedures to clarify the competencies of each department to facilitate the control process for them.
