دور القيادة الإدارية في فعالية إستغلال الموارد البشرية دراسة حالة محلية جبل أولياء في الفترة (2010-2018)

Abstract

المستخلص تمثلت مشكلة البحث أن القيادة الإدارية تشكل محوراً مهماً ترتكز عليه مختلف النشاطات في المؤسسات العامة على حد سواء في ظل تنامي المنظمات وكبر حجمها أصبحت بحاجة الى التغيير والتطوير الملائم للشكل الذي يضمن لها الإستمرارية والتميز وهذه المهمة لا تتحقق إلا في ظل قيادة إدارية راشدة تستطيع إستقلال الأمثل للموارد البشرية، وأنطلقت الدراسة من فروض أساسية مفادها ؛ للقيادة الإدارية دور مهم فى فعالية استقلال الموارد البشرية وأستخدمت الدراسة كل من المنهج الوصفي والتحليلي ودراسة الحالة . توصلت الدراسة الى عدد من النتائج أهمها؛ توجد علاقة وثيقة بين القيادة الإدارية وفعالية إستقلال الموارد البشرية. وأوصت الدراسة بعدد من التوصيات منها؛ على القيادة الإدارية الإهتمام بالعنصر البشري واستقلال جهوده وتطوير أدائه لتحقيق الأهداف الكلية بالمحلية.

Abstract The problem of the research discusses that the administrative leadership forms an important pivot on which different activities in all the public institutions based on together, specially at the time of the organizations' growth and the continuous increasing of their specializations; they needed the appropriate change and developing of the form which guarantees its existence and uniqueness, this goal cannot be achieved unless there was a wise leadership that can utilize the best of the human resources. The study started from basic assumptions state that the administrative leadership's role is important in utilizing the human resources; the study adopted the descriptive, analytical and case study methodology. The study attained many results, and the most important of them that, there is a strong relationship between the administrative leadership and the functionality of utilizing human resources. The study recommends a number of recommendations; that the administrative leadership has to regard the human element, using its efforts and developing its performance in order to achieve the gross goals of the locality.
