دور تأمين البطالة في استقرار القوى العاملة(بالتطبيق على العاملين في شركات القطاع الخاص)

Abstract

المستخلص تهدف الدراسة إلى قياس أثر تأمين البطالة على استقرار القوى العاملة والتعرف على الأثر الإيجابي لتأمين البطالة في تحقيق التنمية الاقتصادية والاجتماعية ودراسة نظم تأمين البطالة المطبقة حاليا حتى يتسنى تطبيق نظام تأمين فعال للبطالة في السودان. حيث تمثلت مشكلة الدراسة في دور تأمين البطالة في استقرار القوى العاملة وعلى ذلك تم طرح الأسئلة التالية: هل يؤدي تأمين البطالة إلى استقرار القوى العاملة؟.هل يساهم التطبيق الفعال لنظام تأمين البطالة في استقرار القوى العاملة؟.هل هنالك علاقة بين تأمين البطالة والتنمية الاقتصادية والاجتماعية. واختبر الباحث الفرضيات التالية:.توجد علاقة ذات دلالة إحصائية بين تأمين البطالة واستقرار القوى العاملة.توجد علاقة ذات دلالة إحصائية بين التطبيق الفعال لنظام تأمين البطالة واستقرار القوى العاملة. توجد علاقة ذات دلالة إحصائية بين تأمين البطالة والتنمية الاقتصادية والاجتماعية. انتهج الباحث في هذه الدراسة المنهج التحليلي التاريخي.وعمد الباحث إلى تقسيم هذه الدراسة إلى أربعة أبواب، ويتناول في الفصل الأول المفاهيم النظرية للتأمين الاجتماعي، وفي الفصل الثاني تناول الباحث البطالة كخطر يهدد القوى العاملة، وفي الفصل الثالث تناول الباحث التأمين ضد خطر البطالة, وفي الفصل الرابع تحليل البيانات واختبار الفرضيات. وتوصل الباحث من خلال هذه الدراسة إلى نتائج مهمة منها: يكفل تأمين البطالة الأمان ويوفر جو من الطمأنينة والراحة للقوى العاملة وأفراد أسرهم.البحث في فرص الاستثمار الأمثل لاحتياطيات نظام تأمين البطالة يضمن الوفاء بالتزاماته تجاه القوى العاملة. يخلق تأمين البطالة علاقة ارتباط ايجابية بين القوى الشرائية للعاملين المتعطلين وتوازن العرض والطلب وزيادة الإنتاجية. ووضعت الدراسة عدة توصيات منها:.ضرورة تطبيق مظلة التأمين الاجتماعي للبطالة 2.ضرورة الاستثمار الأمثل لاحتياطيات تأمين البطالة.اقتراح تمويل نظام تأمين لبطالة عبر مسؤولية مشتركة بين العامل ورب العمل والدولة.

Abstract The study aims to measure the impact of Unemployment Insurance on the stability of workforce to identify the positive impact of unemployment insurance to achieve economic and social development and to study the currently applied unemployment insurance system in order to implement an effective insurance system in Sudan. Where the problem of the study was represented in the role of unemployment insurance on the stability of the workforce and according the following questions were asked; Does unemployment insurance led to the stability of the workforce?. Does the effective application of the unemployment insurance system contribute to the stability of the workforce 3. Is there a relationship between unemployment insurance and economic and social development? The re searcher tested the following hypotheses;. There is a statistically significant relationship between unemployment insurance and workforce stability . There is a statistically significant relationship between the effective application of the unemployment insurance system and the stability of the workforce 3. There is statistically significant relationship between unemployment insurance and economic and social development.In this study the researcher adopted the analytical historical. The researcher divided this study into four chapters in the first chapter, the researcher deals with the theoretical concepts of social insurance in the second chapter the researcher deals with unemployment as threat to the workforce, and in the third chapter the researcher deals with insurance against the risk of unemployment, in the four chapter data analysis and hypothesis testing.Through this study. The researcher reached important results including; Unemployment insurance guarantees safety and provides an atmosphere of researcher and comfort for the workforce and their family.Searching for optimal investment opportunities for the reserves of the unemployment insurance system to ensure fulfillment of the obligations to words the workforce.Unemployment insurance creates a positive correlation between the purchasing power of unemployed workers the balance of supply and demand , and the increasing in productivity. The study made several recommendations including; The necessity of applying the social insurance umbrella for unemployment.The need for optimal investment of unemployment insurance reserves.A proposal to finance the unemployment insurance system through a joint responsibility between the worker the employment and the state .
