دور التخطيط الإستراتيجي في تحقيق التميز المؤسسي "دراسة حالة لمصرف البلد- ولاية الخرطوم في الفترة من 2010م-2021م"

Abstract

المستخلص اتضح من خلال الدراسة الاستكشافية التي قام بها الباحث في مصرف البلد تأخره عن مصاف البنوك الريادية في السودان نسبة لعدم تطبيق التخطيط الإستراتيجي بالمستوى المطلوب. تمثلت مشكلة البحث في التساؤل الرئييسي التالي ماهو دور التخطيط الإستراتيجي فى تحقيق التميز المؤسسي؟. هدف البحث إلى التعرف على فاعلية صياغة الخطة الإستراتيجية ودورها فى تحقيق التميز المؤسسي، التعرف على نفوذ التحليل البيئى ودوره فى تحقيق التميز المؤسسي، التعرف على مستوى تنفيذ الخطة الإستراتيجية ودورها فى تحقيق التميز المؤسسي، التعرف على مستوى رقابة ومتابعة الخطة الإستراتيجية ودورها فى تحقيق التميز المؤسسي. اعتمد البحث على الوصفي التحليلي والمنهج التاريخي، واختبر البحث الفرضيات التالية توجد علاقة ذات دلالة إحصائية بين صياغة الخطة الإستراتيجية والتميز المؤسسي، توجد علاقة ذات دلالة إحصائية بين تنفيذ الخطة الإستراتيجية والتميز المؤسسي، توجد علاقة ذات دلالة إحصائية بين تحليل واختبار الخطة الإستراتيجية والتميز المؤسسي، توجد علاقة ذات دلالة إحصائية بين رقابة ومتابعة الخطة الإستراتيجية والتميز المؤسسي. توصل البحث لمجموعة من النتائج منها توجد علاقة ذات دلالة إحصائية بين تنفيذ الخطة الإستراتيجية والتميز المؤسسي، توجد علاقة ذات دلالة إحصائية بين تحليل واختبار الخطة الإستراتيجية والتميز المؤسسي، توجد علاقة ذات دلالة إحصائية بين رقابة ومتابعة الخطة الإستراتيجية والتميز المؤسسي، دعم واهتمام الإدارة العليا بالبنك محل الدراسة هو الضامن الأساسي لتحقيق التميز المؤسسي بالطريقة المطلوبة. أوصى البحث بالتالي أن يتمتع قادة البنك بالمرونة والقدرة على صناعة القرارات الصائبة، دراسة المعوقات التي تعترض تطبيق التخطيط الإستراتيجي بكفاءة وفعالية في البنك، ضرورة اهتمام القياديين بالبنك بترجمة إستراتيجياته الى عمليات ومشاريع ومتابعة أدائه مع السياسات الداعمة لها، يجب الاهتمام ببيئة العمل للحصول على نتائج متميزة.

Abstract In the exploratory study conducted by the researcher on Albalad Bank, it has been made clear that the bank is falling behind in comparison to other leading banks in Sudan due to its lack of applying strategic planning to the required level. The research's main question is what role does strategic planning play in achieving institutional excellence? The objective of this research is to identify the role of environmental analysis, and the role it plays in achieveing institutional excellence. It also aims to know the extent of implementation of the strategic plan and how it effects the achievement of institutional excellence, as well as acknowledging the level of control and follow-up of the plan and how this could effect institutional excellence. The research uses descriptive, analytic, and historical approaches. It puts into test the following hypotheses: there is a statistically significant between analyzing and testing the strategic plan, and institutional excellence. The research concludes many results; such as the presence of a relationship between executing a strategic plan, and institutional excellence. It also concludes that there is another relationship between analyzing and testing the strategic plan, and institutional excellence. Furthermore, a relationship between controlling and following-up the strategic plan, and institutional excellence is found with statistic significance. To achieve such a goal as institutional excellence, continuous support and keen interest of senior management is a major factor. The research recommends the following: the bank leaders to have flexibility and ability to make the right decisions, to study possible obstacles the strategic planning could face in an efficient and adequate manner, and the leader's keen interest in interpreting the bank's strategies into operations and projects, and following-up with uts performance with supporting policies, and finally to take close care of the work environment to achieve outstanding results.
