مفهوم الحوكمة الرشيدة ودورها في ضمان جودة التعليم العالي

Abstract

تناولت الدراسة مفهوم الحوكمة الرشيدة ودورها في ضمان جودة التعليم العالي، من حيث معناها ومبادئها وأهميتها وفوائد تطبيقها، ودورها في ضمان جودة التعليم العالي والمحاور والمعايير اللازمة لذلك، ومؤشرات تطبيقها في ضوء متطلبات الجودة الشاملة. وكانت منهجية البحث المنهج الوصفي القائم على جمع المعلومات والبيانات من المراجع والمصادر المختلفة الورقي منها والإلكتروني، والتحليل والاستنباط، وصولاً للإجابة عن أسئلة الدراسة. وخلصت الدراسة إلى أن حوكمة الجامعات هي كتلة متكاملة تخلق التوازن داخل العمل الذي يسبب فقدانه خللاً كبيراً في الجامعة، إذ يشارك في الحوكمة مجلس الحوكمة المكون من مجالس: الأمناء والجامعة والعمداء والأقسام العلمية، ويشارك في الحوكمة أيضاً المديرون والأساتذة والطلبة وأعضاء من المجتمع المحلي، وبينت الدراسة: معنى حوكمة الجامعات عامة، وحوكمة الجامعات خاصة، وأهم المبادئ التي تقوم عليها وفوائد تطبيقها وأهميتها، كما عالجت الدراسة مفهوم ضمان الجودة في التعليم العالي، ومحاور ومعايير تطبيقها، وخلصت إلى مجموعة من المؤشرات الدالة على مدى تطبيقها في ضوء متطلبات الجودة الشاملة. Abstract: The study tackled the concept of good governance and its role in ensuring the quality of higher education in terms of its meaning, principles, importance and benefits of its application, its role in ensuring the quality of higher education and the necessary standards. The research methodology was a descriptive approach based on the collection of information and data from different sources and sources, both paper and electronic, and analysis and devising, to answer the questions of the study. The study concluded that university governance is an integrated bloc that creates a balance within the work that causes a great imbalance in the university. The governance council is composed of the boards of trustees, the university, the deans and the scientific departments, and the managers, teachers, students and members of the community participate in the governance. The study also examined the concept of quality assurance in higher education, and the axes and criteria of its application. It concluded with a set of indicators indicating the extent of its application in the light of Total quality requirements.
