دور المراجعة الإستراتيجية في كفاءة و فاعلية نظم الإدارة البيئية (دراسة ميدانية على ديوان المراجعة القومي السودانى)

Abstract

المستخلص تناولت الدراسة دور المراجعة الإستراتيجية في كفاءة فاعلية نظم الإدارة البيئية. حيث تمثلت مشكلة الدراسة فى أن البيئة الداخلية للمنشأءات وكذلك تأثيرات هذه المنشأءات وخاصة الصناعية فى البيئة المحيطة بها تتطلب وجود برامج لنظم الادارة البيئية يساهم فى تقليل والحد من التأثيرات البيئية السالبة الناجمة عن التشغيل والعمليات الانتاجية لهذه المنشأءات ولذلك كان طرح السؤال الرئيسى التالى: ما هو دور المراجعة الإستراتيجية فى فاعلية وكفاءة نظم الإدارة البيئية وتتفرغ منة التساؤلات الاتية: ما هو دورالمراجعة الإستراتيجية فى تحديد المشكلات ذات التأثيرات البيئية السالبة فى بالمنشأت الصناعة؟، ما هو دور بين المراجعة الإستراتيجية فى تقويم نظم إدارات الإداء البيئى بالمنشأت؟. هدفت الدراسة إلى الوقوف على دور المراجعة الاستراتيجية فى تحديد المشكلات ذات التأثيرات البيئية السالبة فى المنشأت الصناعية والوقوف على دور المراجعة الإستراتيجية فى تقويم نظم إدارة الإداء البيئى بالمنشأت الصناعية، وتمثلت فرضيات الدراسة فى الآتى توجد علاقة ذات دلالة إحصائية بين المراجعة الإستراتيجية وتقويم أداء نظم الإدارة البيئية بالمنشاءات الصناعية، توجد علاقة ذات دلالة إحصائية بين المراجعة الإستراتيجية وتقويم التأثيرات البيئية السالبة للانشطة التشغيلية بالمنشأت، وتوصلت الدراسة الى عدة نتائج منها تحديد وتقييم الرؤية المستقبلية في تنفيذ خطط وأهداف المنشأة ساهمت في كفاءة فاعلية تطبيق نظم الإدارة البيئية، مراجعة الهيكل العام للمنشأة في تنفيذ أهدافها البيئية ساهمت في كفاءة وملاءمة الأداء البيئي بالمنشأة، تركيز المنشأة على منتجات الأسواق الواجب التركيز عليها أقل تلوثاً ساهم في فاعلية تطبيق أفضل لحماية البيئة. أوصت الدراسة بعدة توصيات منها : الإهتمام بالعمل على تطبيق قوانين نظم الإدارة البيئية في المنشآت الصناعية السودانية، تطبيق مفهوم برامج نظم الإدارة البيئية وركائزها وآلياتها لمساهمتها في توفير تقارير مالية ملاءمة ذات صلة بالقرارات الإدارية، العمل على تحديد وتقييم الرؤية المستقبلية في تنفيذ خطط وأهداف المنشأة. Abstract The study dealt with the role of strategic review in the efficiency and effectiveness of environmental management systems. The problem of the study was that the internal environment of the facilities, as well as the effects of these facilities, especially industrial ones, in the surrounding environment require the existence of programs for environmental management systems that contribute to reducing and limiting the negative environmental impacts resulting from the operation and production processes of these facilities. Therefore, the following main question was asked: What is the role of Strategic review in the effectiveness and efficiency of environmental management systems, and the following questions are devoted to it: What is the role of strategic review in identifying problems with negative environmental impacts in industrial facilities? What is the role of strategic review in evaluating environmental performance management systems in facilities? The study aimed to identify the role of strategic audit in identifying problems with negative environmental impacts in industrial facilities and to determine the role of strategic audit in evaluating environmental performance management systems in industrial facilities. In industrial facilities, there is a statistically significant relationship between the strategic review and evaluation of the negative environmental impacts of operational activities in the facilities, and the study reached several results, including identifying and evaluating the future vision in implementing the plans and objectives of the facility, which contributed to the efficiency and effectiveness of the application of environmental management systems, reviewing the general structure of the facility in implementing its objectives The environment contributed to the efficiency and suitability of the environmental performance of the facility. The facility’s focus on market products that should be less polluted contributed to the effectiveness of a better application of environmental protection. The study recommended the following: Paying attention to the application of environmental management systems laws in Sudanese industrial establishments, applying the concept of environmental management systems programs and their pillars and mechanisms for their contribution to providing appropriate financial reports related to administrative decisions, working to identify and evaluate the future vision in implementing the plans and objectives of the facility.
