Abstract
This research will discusses the importance of human resource
administration that represents great importance for the post (job) and which is
reflected by the main human element. While in the past human resource is
considered as an executive administrative unit that takes place in the lower
organizational levels, fiirther more it discusses the imponance of Sudanese
Culture Ministry and its effective role in the issues of Sudanese Culture, Arts and
as well as cultural policies orientation to fulfill its intended goals..
However the research will discusses the problems of Human Resources
Management within Sudanese Ministry of Culture that embodied in jobs analysis
and description, manpower planning, indoctrination, appointment and
recruitment of human resources, training and developing of human resources,
compensation of human resources, evaluation of human resources, performance,
promotion and rotation, reality and safety of human resources, disciplinary
system, service termination and work's relations such as syndicates.
According to that we set up the following proposals: To find out jobs
description and manpower planning should be according to scientific basis,
developing and promoting employees performance by training and providing
work's facilities with sufficient budget.
Throughout analysis processing, it appeared to the researcher that the
reality and unreality of the proposals and results, so the researcher recommend
by accruing of job description, manpower planning, promotion of employees
performance according to scientific basis and establishing organizations of
cultural work in the field of printing and publishing to process the problem.
