Abstract
Abstract
The target of the study concern about highlighting the issue of return migration "at 2006 – 2008" as a social economic phenomenon as well as tried to follow up its role in development of human resources in Sudan.
The study based on the following assumptions
1- The returning migration acquired much experiences and skills at foreign countries because of technology availability and modern work facilities which enabling migrants to apply these examples in development of human resources at Sudan.
2- Many of returnees still enjoyed capabilities of offering and accomplish production as well as bushing forewords the development process in the country.
3- Many returnees possessed financial savings that can be invest in development projects to contribute in provision of work opportunities.
To examine these suggestions there is such sample had been selected which includes about [158 returnees] who represented about [5 %] of the returnees as a targeted group in the research whom estimated by [3164 returnees] within the interim at 2006-2008, according to ministry of interior records – Department of expatriate - Sudanese Working Abroad Association.
According to analytic information and other available completed information at secondary sources or throughout direct observances, a descriptive analytic method and questionnaire tools or personal meetings had adopted throughout this study.
Therefore, the study concluded the following findings,
1-There are such increases in rates of Sudanese return migrations particularly from Saudi Arabian kingdom and gulf petroleum states as a result of new situations and polices in migrate countries and their declination towards depending on national employment, in addition to the nationalism feeling against foreigners which prevailing within most of migrate country citizens.
2- Most of returnees have higher scientific qualifications and acquire skills as well as experiences at migrated countries. Some of them retired and became incapable to practice work.
3- Many returneesAccording to the results above, the researcher recommends the followings;
1- It is Indispensable to create database for migration throughout all its several models including qualities and categories of migrants.
2- The state must adopt clear policies and programmes around how to use employment skills and experiences of returnees far from politic disputes.
3- Encourage returnees investment throughout difference scopes accompanied by guarantees and incentives as well as providing suitable investment climate.
4- Necessity of conducting researches and future studies to include:
- Address effects of political status on migration policy.
-Focus on the impacts of remittances and savings in the development.
- Studying around how to amalgamate returnees in the society.
- Study the problems that facing families of returnees'.
- Focus on affections of Sudanese presence in neighboring countries.
- Studying the effects of Sudanese presence in other migrate countries as "America and European Unity countries.
have savings expected to invest particularly in service fields.
