According to that, comprehensive theoretical framework of the begimiing and the development of the regional Arabic system has been started ' this research. The foundation of the authoritive institution, represented in the Arab league, in addition to the integration theory, and have to blenefit fiom the integration experiences took place in both levels, regional mtemational in the world. Aldo this study tackled the various policies of the successive Americarl administrations and their effects on the regional Arabic system, in addition to the colonization of Iraq and repercussions concerning the national abic security. ‘ On the applied level of this study, an objective analysis has been conductled for the reality of the regional Arabic system under the present international challenges. A comprehensive evaluation of the regional Arabic regime performance has been made this concerns its main tasks, and role of each task in the failure of this regime to reach his targets which are development, freedom, and independence. Eractical proposal followed tend to realized an integrated development for th, Arab countries within a comprehensive developmental strategy, according to a shared civilized vision in order to keep the abilities of this nation% and its etemal legacy. [The research has come out with some fmdings and recommendations that call for steps towards the gradual comprehensive integration to enable this regime to take over its responsibilities and to keep its independence. Casestudy staudy is "'a' research title contesting for PH.D. Degree, in 'AlNeelain University, Graduate College Political Science department. The above mentioned research divided for three chapters, chapter one addresses the term hegemony from a theoretical point of view, defining the term hegemony ,to Construct the research on a unified platform, this chapter furthermore studied in details some cases of a historical international hegemony, to identify the symmetrical of the rises and the fall of the world super powers, assuming that it may give a sense weather the new intemational order is an American hegemony or other wise, bear in mind that the proposal plan of this research already assumed that the intemational new orders in context is nothing rather than American total hegemony, specifically since the claps of the USSR. In l ‘ll ~ ,also to explore the vanish common factors of the great empires across the hegemony history, believing that an outcome results will make an enlightenments to predict possibly the future of the outstanding American hegemony, in accordance with what has been suggested in the research methodology ,with reference to the proposal plan. The second chapter adopted the historical methodology as suggested in the proposal plan ,so this chapter observed closely the great process and developments that had qualified the USA to appear in the twenty first country as a uni-polar and the only world super-power. This chapter also numerated and explained the American hegemony elements to prove the American hegemony as one of the research major assumption ,it also closing with a comparative tendency between chapter one results abstracted from the fall causes of the great empires against the American hegemony threatens, trying to assess how much the threatening elements will affect the American hegemony comparing with ancient empires collapse reasons already mentioned in the first chapter, applying the historical methodology as proposed in the research proposal plan. The last chapter allotted to study the American hegemony on the horn of Africa, this chapter mainly to clarify American hegemony tools, and how it conduct its policy and influence across different world region’s to maintain “the so-called” American vital interest, with total consideration to research methodology application as has been numerated in the proposal plan. The U.S.A posses the necessary elements that makes it the dominant power military , technological , economical and cultural . The new era was called the New International Order that advocated democracy and human rights which were used as an excuse to interfere in the intemal affairs of other nations The study looked at The U.S.A policy towards the Developing countries witch was characterized by U.S.A domination over those countries . Also the study analyzed the effects of the U.S.A domination over the Developed Countries of Europe's , Russia , Japan and China and showed how those countries supported the U.S.A policies in the international arena as result of the U.S.A domination over them in the intemational system .
