Supervised by: Dr. Ali Salih Karrar The research aims to evaluate and compare the efforts taken in the Sudan and Saudi Arabia to establish and furnish special needs persons, libraries according to the international specifications and standards to provide ideal library services. The research was been chosen because the researcher noticed that library services for people of special needs had not been taken in consideration when establishing libraries. Chapter one explains the concept of disabled or special needs person defined their types reflecting the ways difierent communities deal with. Chapter two focuses on the attention Kingdom of Saudi Arabia and the Sudan give to the disabled. Chapter three explains the basic demands for designing library building for those people of special needs, and she defmes the standards that should be followed to construct the libraries for people of special needs. In chapter four the researcher discusses staff of the libraries of the people of special needs and their qualification. In chapter five the researcher study the current state of library building and library services for people of special needs in Sudan and Kingdom of Saudi Arabia. Chapter six compares the current state of libraries for people of special needs in Sudan and Kingdom of Saudi Arabia. The research has reached the following results and recommendations. Results: - 1. The people of special needs in the Sudan and Kingdom of Saudi Arabia lack the special appropriate information and library services. 2. The lack of qualified librarians to deal with people of special needs. 3. The buildings of university, public, national or even specialized libraries do not take in consideration the standards, which help people of special needs to receive the ideal library services. 4. Lack of the legislations that compel various libraries to offer library services for people of special needs. Recommendations: - l The syllabus of library departments should include courses on i services for people of special needs. 2. To benefit fiom intemational standards to constmct libraries for people of special needs with due consideration for the local needs for the particular cotmtry. 3. To make sure in planning design and furnishings new libraries that they cater for the people of special needs and offer them the necessary services. To modify the present libraries buildings to suit the needs of this categories.
