    فعَـالية المشاركـة الشعـبية فـي تنمـية المجتمعـات المحـلية "بالإشارة الخاصة لمنطقة كيقا تميرو بجبال النوبة"

    المستخلص: تناولت هذه الدراسة أثر فعالية مشاركة المواطنين في تنمية المجتمعات المحلية بمنطقة "كيقا تميرو" بجبال النوبة، هدفت الدراسة للتعرف على مدى فاعلية مشاركة المواطنين في تنمية المجتمع المحلي والوقوف على أهم المشاريع والانجازات التنموية التي نفذت بواسطتهم في المنطقة.استخدم الباحث في هذه الدراسة المنهج الوصفي التحليلي التقييمي بالإضافة إلى استخدام أداة المقابلة والاستبيان والملاحظة ومجموعات النقاش البؤرية في جمع المعلومات، تم اختيار (150)مفردة من مجتمع الدراسة الأصل عن طريق العينة العشوائية المنتظمة، كما تم تحليل ومعالجة بيانات الدراسة عن طريق الحزمة الإحصائية للعلوم الاجتماعية (SPSS)، وتوصلت الدراسة إلى نتائج أهمها الآتي: هناك فعالية قصوى من قبل المواطنين للمشاركة في تنمية المجتمع المحلي سواء كانت هذه المشاركة بالجهد أو بالفكر أو بالمال.هناك مشاريع تنموية تم تنفيذها بواسطة سكان المنطقة وذلك من خلال عملية المشاركة في التنمية كمشاريع البناء والاعمار خاصة بناء المدارس والمراكز الصحية والأندية الرياضية والثقافية بالإضافة إلى بناء سكن المعلمين والمعلمات. وأخيراً أوصت الدراسة بضرورة الاعتماد على المشاركة المبنية على إذكاء الشعور بالمسئولية الفردية والجماعية وذلك من خلال ممارستهم لهذه المسئولية في تخطيط وتنفيذ وتقييم برامج وأنشطة التنمية المحلية. الكلماتال مفتاحية: فعالية المشاركة الشعبية - تنمية المجتمعات المحلية Abstract The present study examined the effectiveness of local people's participation in developing the local community in “Keiga Temeiru” district in the Nuba Hills region of Sudan. The study aimed to recognize the effectiveness of citizens' participation in developing the local community, and enumerate the most important development projects implemented by the citizens. The researcher adopted the descriptive analytical approach, and collected the required research data through the following instruments: interview, questionnaire, observation and focus group discussions (FGD). The sample of the study comprised 150 subjects was selected through the regular random method. The data of the study were analyzed and processed through the Social Package for Social Sciences (SPSS). The study yielded several results; the most important of which are the following: There is a maximum level of effectiveness of citizens' participation in developing the local community; whether by physical effort, ideas or financial support. There are many development projects which have been implemented by the citizens within the framework of participation in developing the local community, such as: building and equipping schools, health centers, sports and cultural centers, and building and furnishing hostels for teachers. Finally, the study recommended encouraging the local citizens' participation in developing their community, based on the stimulating and nurturing of individual and collective responsibility; such responsibility should be exercised in planning, implementing and evaluating programs and activities of local community development.     دور البيئة الخارجية وتحليلها في تحقيق أهداف التنمية الاقتصادية والاجتماعية "دراسة مقارنة بين اليمن والسودان"

    المستخلص: هدف البحث إلى دراسة واقع ممارسة تحليل البيئة الخارجية، في الجهات الحكومية المعنية بعملية التنمية الاقتصادية والاجتماعية، في اليمن والسودان. ومن ثم تشخيص مستوى تحقيق تلك الجهات لأهداف التنمية الاقتصادية الاجتماعية في البلدين، واعتمد البحث المنهج الوصفي التحليلي بغرض جمع البيانات عن الظاهرة محل الدراسة وتنظيمها وتصنيفها وتحليلها، للإجابة على أسئلة الدراسة واختبار فرضياتها، وتكون مجتمع البحث من الوزارات الحكومية المعنية بعملية التخطيط الاستراتيجي والتنمية، في عاصمة اليمن صنعاء، وعاصمة السودان الخرطوم، وتم اختيار عينة عشوائية طبقية بلغت (265) فرداً. توصل البحث لعدة نتائج منها: أن الجهات المعنية بعملية التنمية الاقتصادية والاجتماعية، تمارس عملية تحليل البيئة الخارجية بدرجة متوسطة، وغير كافية في اليمن. بينما تُمارس بدرجة مرتفعة في السودان، وتُحقق أهداف التنمية الاقتصادية والاجتماعية بدرجة متوسطة؛ غير كافية. ثبت وجود علاقة ذات دلالة إحصائية بين تحليل البيئة الخارجية، وتحقيق أهداف التنمية الاقتصادية في البلدين. ثبت وجود علاقة ذات دلالة إحصائية بين تحليل البيئة الخارجية وتحقيق أهداف التنمية الاجتماعية في اليمن وعدم اثباتها في السودان. وأوصت الدراسة بالاهتمام بعملية تحليل البيئة الخارجية مع التركيز على تحليل التغيرات والتطورات التكنولوجية والاقتصادية العالمية ودراسة الأسواق الإقليمية والدولية لتحقيق قدر عال من الدخل القومي، والاستفادة من الفرص التي تقدمها التغيرات الحاصلة في البيئة الخارجية لتحقيق تنمية اقتصادية واجتماعية مستدامة ومتوازنة، والدفع بها نحو المستقبل المأمول، وتجنب المهددات التي تعرقل تحقيق الأهداف، والسعي لإزالة الفوارق في المستوى المعيشي بين أفراد المجتمع، والعمل على رفع متوسط الدخل الفردي ليتوافق من احتياجاته ومتطلباته. الكلمات المفتاحية: التحليل، البيئة الخارجية، أهداف التنمية الاقتصادية، أهداف التنمية الاجتماعية. Abstract: The objective of the research is to study the reality of the practice of analyzing the external environment in the governmental bodies concerned with the process of economic and social development in Yemen and Sudan. The study adopted the analytical descriptive method for the collection, organization, classification and analysis of the phenomenon studied, to answer the study questions and test its hypotheses. The research community is one of the government ministries concerned with the process of strategic planning and development. The capital of Yemen, Sanaa, and the capital of Sudan, Khartoum, and a random sample consist of (265) elements was selected. The research found several results: The parties concerned with the process of economic and social development, the process of analyzing the external environment to a medium degree, and insufficient in Yemen. While exercising a high degree in Sudan, and achieving the objectives of economic and social development to a medium degree; inadequate. A statistically significant relationship was established between the analysis of the external environment and the achievement of economic development objectives in both countries. A statistically significant relationship was found between the analysis of the external environment and the achievement of the goals of social development in Yemen and the lack of proof in Sudan. The study recommended focusing on analyzing the external environment with a focus on analyzing the changes and technological and economic developments in the world and studying the regional and international markets to achieve a high level of national income and taking advantage of the opportunities offered by changes in the external environment to achieve sustainable and balanced economic and social development, And to avoid the threats that hinder the achievement of the goals, and seek to remove disparities in the standard of living among members of society, and work to raise the average per capita income to meet the needs and requirements.
