    Appraisal of the Foreign Industrial Investment in Sudan

    The study highlighted the importunacy of industrialization and the utilizing of the natural resources of the Sudan in a way that can generate more added values, cash flows and other different benefits. The study also gives a road map in order to build huge successfully industrial projects. Moreover, it provides techniques, policies and methods of the ideal management which will secure obtaining of these projects to their objectives. The study closely followed up Kenana project establishment period in order to account the reason of its success, analyses the problems that faced it and assess how management deal with it. The study followed the scientific methodology uses in this kind of researches in order to deal with the problem of the study. The vital role of the industrial investment in the national economic growth represented the motives for the researcher to achieve this study. The study divided into three parts. Part one explained the purpose of the study, the problem, importance and the methodology used in it. Moreover, it drew the picture for the whole macroeconomic. Part two presents the theoretical background about projects constructions methods, financial frame and the total quality method. Part three provide the core of the study. It assessed Kenana — as an industrial project — establishment problems and struggles. Furthermore, this part included the company’s performance analysis. The analysis is done for the different activities of the company in order to measure its impacts on the economical, political and social aspects of the country. Finally the study gives conclusion and recommendations, which hopefully to be useful for the benefit of the investors in both private and general sectors. 9

    CRAFTS DEVELOPMENT ' PERSPECTIVE IN THE SUDANI A CASE STUDY

    The object of this thesis is to explore on crafis development perspective in the Sudan. As such the current theories relating to the subject have been discussed. The study contributed by proposing and bridging the gap between those thinking trends. Henceforward, our viable proposition for carrying crafts promotion stresses the priority of the social factor of the folklore of the concerned society that determines adopting structural adjustment approach or appropriate technology. The latter presumption has most ofien been the best. Sudan’s history and current situation on crafts development have found considerable tracing and discussion. It is the cradle upon which our research seeks implementation of the promotional findings. Western Sudan is selected as study area. The examples selected are the traditional tanneries and leather-made crafis. The research presented a thorough elaborated documentation and analysis of the present status of the occupations and the target groups who are the tanners and leather-works / artisans. This study, thereafier, seeks to design a promotional approach for those target groups. Measurements leading to the development of the sofi base (the human factor), such as qualifying has found considerable discussion, and several proposals are set up. The solid factor (the production tools and equipment) has been also asubject for development. Other blocking and hampering factors are displayed together with measurements for solution and crafts development take- off. xii

    Abstract Cane transport system is considered as the most important factor to any cane sugar factory, due to the nature of cane as a raw material, which is very much affected by the time factor. Cane transport system is affected by many factors which reduce its effectiveness and efficiency. This study tries to look into the constraints which faced cane transport in the sugar industry in Sudan during the period ' 3988/89 - 1997/98. The study tackled the following five aspects at the problem: a / The suitability of the inputs used by the operation of the cane transport. b/ The efficiency of the system. ' c/ The role of training on the system. d/ The incentives impacts on the system. e/ The overall efficiency of the system and its role on the sugar industry. To look into cane transport system in the whole industry in Sudan, the harvesting and transporting cane systems in Sinnar Sugar Company, and Kenana Sugar Company Ltd. (KSC) were taken as a good sample. Elements of the inputs of the transport system in both factories were analyzed to see the impact of the system on the efficient running of the factories. The field study of cane transport system of both Sinnar and Kenana Sugar factories gave very reasonable information about the system. The analysis of both systems using the same indicators reflects low effectiveness and efficiency in the transport system in Sinnar Sugar Factory, while reflects high effectiveness of the system in Kenana Sugar Factory. The major factor for this situation being the quality of the inputs of the system in each factory. To raise the efficiency of the sugar industry in Sudan some recommendations were offered to improve cane transport system on the following lines: 9 Improving cane transport system in Kenana Sugar Factory through improving some administrative and financial procedures. ° Improving cane transport system in Sinnar Sugar Factory, and the other Sudanese Sugar Company (SSC) factories, is suggested to be a comprehensive gradual short, medim and long term plans.

    Abstract This research aims to provide an analytical framework for the strategic decision making process at Giad Industrial Group as well as to determining the most important factors that influence the managers ability to explain the objectives. Of strategic decisions. The _problem of the study presented in one major question: does the strategic decision taken directly affect the overall performance at Giad Industrial Group‘? This major question is spilitted down into the following sub questionszl - Is there a direct relationship-between the effectiveness of the strategic decision and the performance of Giad Industrial Group‘? - Is there a relationship between the leadership competencies and the effectiveness of the decisions? - Is‘ there a relationship between the approach of strategic decision making and its effectiveness? To answer these questions the following hypotheses were developed and tested: 1. There is a positive relationship between the effectiveness of the strategic decisions and the improvement of performance efficiency. 2. There is positive relationship between the leadership competencies and the effectiveness of the decisions. 3. There is positive relationship between the approach of the strategic decision making and the effectiveness of such decisions. The study finds that: 1. There exists clear sets of strategic decisions as a result of the application or strategic making at Giad Industrial Group such as the decisions of Giad establishment, expansion and restructuring. 2. The result that Giad Industrial Group has a clear mission and determine its strategic decision. 3. The results showed that the subordinates were satisfied and convinced with strategic decisions which enhance performance efficiency. Also this satisfaction with decisions helps in the formation of cohesive workgroups and the equal distribution of work among subordinates . Based on these results a number of recommendations are suggested: 1. more rationality and governance are needed in selecting strategic factors in different situations and this can be done through continuous training and developing managerial competencies for decision makers, specifically, in areas such as internal and extemal assessment of plans to explain the points of strengths and weaknesses and opportunities and threats. Since there is a variation in the deployment of strategic decisions according to the types of activity , size and the organizational structure of companies within the Group, more attention should be given to the processes of resources mobiliiation and budget as well as focusing on the supporting structure. Experts and professionals should be consulted to improve the process of formulation of strategic decisions and to provide training to enhance capabilities and competencies to assure the development of national leaders who are able to take effective strategic decisions.

    Abstract This study highlights the role of libraries and information centers in achieving TQM — Total Quality Management at industrial associations in Jordan. Libraries support organizations of all types; The main function of the special libraries is to provide users of necessary information they need; The industrial library is one type of special libraries. Philosophy of information ser\/ices indicates that each user has the right to access library materials, providicwl that they meet his specific information needs. Public libraries provide "books", but special libraries provide "information" for users; this service is described as "positive service". Many projects have been established, using processed information for investment and profit; the users need information on daily basis, prior to establishing projects, and continuously to be up-to-date with their fields of interest. Non-availability of information at the right time, would be of very highcost, as information is necessary for decision-making, crisis management, and different fields of activities, especially in industrial field. industrial Sector is the main concern of this study in general, and information function in particular. The study is dealing with companies working in Science and/or Technology field. “ information quantity has not been the question any more, but the issue is the utility of available information in various fields, such as economics, industry, agriculture, management, etc. These types of information are described in lslam as "Beneficial Science". Islam urges on learning beneficial sciences; and scientists have special and recognized rates. islam also urges on working, as well as doing things perfectly. Production is not a goal in itself, but it is a tool for achievement of goals, which are welfare of individuals and groups. The worker is responsible for doing his job perfectly, as production, increasing production, and good gualig of products, are public goals for benefit of the society. f Quality nowadays is a global language, and issuing standards for quality, helped in putting fixed levels for product quality. lSO 9000 Family aims at optimal utilization of resources, through specifying functions related to quality, and achieving integration among all functions through one sysiern. _ I 1 it is necessary to cooperate and coordinate all activities of departments and sections, towards achieving the strategic goals of the companies. ‘ Cooperation among departments is almost achieved by communication, exchange of information, and coordination of efforts. This needs documentation of all activities regarding the organization as a whole, and turning results of searches into application, by developing ideas and discoveries from its raw position, into products, on commercial ievelsl, ' it is also necessary to establish information system, detailing how information is going up and down and horizontally in the organization structure. Databases of S&T -Science and Technology fields, are also very important lor companies, to help users find solutions of problems they may face, where information system in any company looks like the nervous system in the humans. Test of hypotheses indicates that the libraries and information centers have positive role or effect in achieving goals of management and other departments of companies, by which we can say " Libraries and information Centres have positive role or effect in achieving TQM. The respondents think that provision of information on company level helps saving time of trying to find the right information, then utilizing of information on company level as a whole, helps in increasing productivity, developing management style, increasing sales, improving quality products, increasing culture in general, help identifying new products, making new decisions, solving urgent problems, and identifying new investment opportunities. Respondents disagree that provision of information on company level causes over- expenses on materials may not be used, or over-staffing in information services field, or increasing cost without reasonable purpose. The researcher recommends, as a result of this study, that each company establish central management for information, and establishing cooperative industrial information center, to provide positive information services, such as current awareness bulletins, and selective dissemination of information (SDI) services, to help users benefit of information, at minimum costs. The researcher also recommends utilization of Internet technology, in providing developed information services, with focus on Arabic Language, as Internet is being increasingly accessed. The researcher also suggests similar studies on other companies, such as banks, service, and insurance companies, which may contribute in establishing special Information centers, in various fields of interests, and to be the beginning of special information centers on local, then Arabian, then regional, then international level.

    Abstract ' The study aims at introducing the role of information technology in improving the role of administrative decisions-making process in the Palestinian Municipalities by studying the role of Information technology in improving the stages of administrative decision-making process and Discussion these Hypothesis. The first Hypothesis: (HO): there is no relation ship at significant (a=.O5) between the use of Information Teclmology and the effect of administrative decision-making process concerning to its stages (define problems , collect and analyze data , makes altematives , and select the best altemative) in Palestinian Municipalities . The second Hypothesis: (HO): there is no difference at significance (or=.05) on the opinion of workers in Palestinian Municipalities for the role of Information Technology in effecting the administrative decision-making process due to (Gender , age , experience ,level of employment , education , training courses ) To achieve the goals of the study , the researcher was depend on a questionnaire to collect the data and analyze it , the questionnaire consist of two parts , The first part is related to the the fimctional demographic variables , while the second part of the questionnaire is divided into six tracks : The first track: conceming the use of computer and its role in improving administrative decision-making process. The second track: conceming the use of application computers programs and their role in improving administrative decision-making process. The third track: conceming the use of database and its role in improving administrative decision-making process. The fourth track: conceming the use of administrative information systems and its role in improving administrative decision-making process. The fifth track: conceming the use of quantitative methods and their role in improving administrative decision-making process. The sixth track: conceming the steps efficiency of administrative decision- making process. The researcher has analyzed the contents of the questionnaire depending on descriptive statistics (means , frequencies ,standard deviations) analyses and T test ,one-way AN OVA test , Chi-Square test . The study has reached the following conclusions: 1- The use of Information technology in Palestinian municipalities leads to improving the stage of defining the problem in administrative decision-making process. 2- The use of Information technology in Palestinian municipalities leads to improving the stage of data collection and analysis in administrative decision-making process. 3- The use of Infomiation technology in Palestinian municipalities leads to improving the stage of introduce alternatives in administrative decision-making process. 4- The use of Information technology in Palestinian municipalities leads to improving the stage of choosing the best alternatives in administrative decision-making process. 5- There are no differences in the workers opinions concerning the role of information technology in the activity of administrafive decision making process as far as gender, age. 6- There are differences in the worker's opinions concerning the role of Information technology in the activity of administrative decision making process as far as level of employment, education, experience, training courses they joined which are related to information technology. Following is a summary of the researcher's recommendations: 1- Make more and more courses of training concerning to information technology field. 2- Upgrade the computers and other devices related to the information technology. 3- Upgrade the data base continuously to be effective every time. 4- To make an evaluation and upgrade for the management information systems continuously. 5- To make training courses for the quantitative methods to make it easy in their works. 6- To introduce and applied (GIS) in their works. 7- Branches in every municipality should be connected each to other with (LAN) to improve their work. 8- To use decision Support systems in municipalities to improve their decision-making. 9- Make more and more Researches in the field of communications networks and intemet in effecting the works of organizations.

    Abstract This study targets to know to what extent the adoption and application of the principles and fimdamentals of the modem concept of marketing in the system of the management of the schemes of the industrial sector of the Yemen Republic, the method of their practice of the job of developing the new products and the impact of the existence of an independent department for the promotion of the products in increasing the marketing quota of the finn. The study problem is represented in the following: Although, the finn achieves its strategic targets and works for the development and promotion of its sales by gaining the marketing opportunities in accordance with the requirements, needs and desires of the consumers, and its ability to achieve its marketing quota, but there are some obstacles which hinder these finns to continue and to head onward in achieving this goal which it strive for. This is what we touch in the Yemen Industrial Sector. Whereas, some firms start as giant finns in delivering their products and their products find great acceptance by the consumers. Then it did not take long before these products start to deteriorate by the constnners, then it did not take long before these products start to deteriorate and decrease. The cause of that many be attributed to the non- thinking of the development and promotion of these products so as the firm keep its markets and its marketing quota in these markets. Also this study targets to analyze the policy of the development of the new products in the private industrial sector in Yemen through the realization of the reality of the development, the concept, targets, stages and means from the higher administrations point of view in this sector. Generally, this study targets to answer the following questions: l- What is the importance of the development of the new products for the meant companies?. what are the followed styles for that by the meant companies?. And to know to what extent these companies allot financial capital in their annual balance for the development operation and it sufficiency ? . 2- What are the push forces or the potent causes behind the development operation which the administration of the companies try to implement?. And to what extent the development plans are existing or not?. 3- What are the bodies to which the development operation is charged with in these companies, and the sources resorted to for obtaining new ideas’). And what is the role of the marketing research in deepening and ditfusing the concept of the commodity development ?. This study depends on a nlunber of hypothesis which are :- 1- There is a correlation between taking seriously the activity of developing the products and the usage of the marketing researches in the development activity. 2- There is a correlation between the existence of a department for the promotion of the products and the administration philosophy towards the concept of marketing. 3- There is a correlation between the existence of a _department for the promotion of the products and the dependence on the marketing researches for the solution of the marketing problems. 4- The motives and the causes for the products promotion is the goal of the endurance and continuity of the finn in the work field. 5- The style of the mimicry and imitation of the competitors products is the most used style in the development activity for the research community firms. A questionnaire is designed to fulfill the aims of the study and distributed to the marketing managers or who deputize them in the research sample of (60) industrial finns in which the workers numbers not less than (50) workers, and it is found that (45) finns has an independent department for the promotion of the products. The number of the bi firms which their workers mnnber not less than (50) workers are (I46) industrial finn, and perfonn production and marketing for (5) years minimally. The sample study represents 41.1% approximately, from the total number of the commtuiity research. The study shows that: Although some finns which recognize the importance of the development of the products has no an independent department for the development of new products but they practice the development operation. The study concluded that the most important causes and motives for the development of new products in the finns of the continuity and preservation of the competitive position. The most important results are I 1- There is a correlation between the existence of a department for the development of the products and the administration philosophy towards concept of the modem marketing, whereas most of the firms which has specialized department for the promotion of the products know the modem concept for marketing theoretically, and its translation practically depends on to what extent is the tmdertaking of these firms to the job of the development of the products which suit the needs and desires of the customers for gaining their faith towards the products of those firms through the perfonnance of the marketing researches. 2- There is a correlation between the existence of a department for the promotion of the new products and the level of the sales for the produced quantities when new products promoted . Most of the firms which has specialized departments for the development of the products sell all their produced quantities, \vhile on the contrary the finns which has no specialized departments for the promotion of the products do not sell all their produced quantities. 3- From here rise the importance ot" the existence of a department for the promotion of the new products in the firms to raise the marketing quota through the role of the development fiuiction in increasing the sales, diminishing the risk of dependence on one product and the utilization of the marketing opportunities, which may succeed for the existence of unsatisfied needs and productive in the market, or the existence of Lmutilized marketing and productive capacities, and the confronting the present products degradation stage and the severe competition. Whereas the finns which has no specialized departments for the promotion of the products face marketing problems, because they do not sell all produced quantities when they develop new products. The finns of the community research do not regard the imitation and mimicry style of the competitors products is the much used style in the activity of the development of the new products, and the followed style by the finns of the commiulity' research for the development of the products is the introduction of simple modifications in the present commodities. There is a correlation between the existence of a department for the promotion of the products and the dependence on the marketing researches for solving the marketing problems. The most important causes for the non.-use of the marketing researches in the operation of development oi‘ new products in the finns of the community research is that : Those in charge of these finns depend on their experience to know all they need about the market. Nevertheless, most of the finns theoretically give great importance to the performance of marketing researches for the treatment of the marketing problems like the sales decrease, and the research finns does not depend on it as an approach in the operation of the development of the new products, due to the non-availability ot" the necessary fluids for these researches, and non-availability ofthe required human capabilities to do these studies. The researcher recommends the taking of fiill concern of the activity of the development of the new products, provided that independent department shall be eannarked to this activity within the organizational framework of the finn with special budget, and shall be supported by htunan qualified cadre of suitable scientific qualifications and experience in the activity of products development in a way that make it capable oi’ performing ofthis activity and achieve the targeted finn interest. Establishment of specialized educational units for this activity in the colleges , universities and vocational institutions in Yemen Republic, to graduate human cadre of high level of qualification for the target of making use of these specialized scientific qualifications for the development of this activity in the Yemen industrial firms, for raising the marketing capacity in the firms through the practice of the activity of the promotion of the new products , with the target of consolidation ol‘ the marketing modern concept and to be applied in the practice of the development activity . The necessity of having full concern about the promotion activity and the usage of the marketing researches. Whereas the job of the marketing researches works for data collection conceming the marketing activity and the proposal of the solution of the marketing problems which the firm suffers from . The development activity shall execute the promotion of the commodities which meet the consumers needs and desires and the consolidation ofthe slogan " The customer satisfaction is first". The necessity of having full concern about the marketing idea by targeting the specification of the available marketing opportunities. Whereas, it increases the finn capacity to serve its markets etliciently. : And this depend on the philosophy of directing the consumer which make stress on the consumers need and the attempt of designing these products to satisfy these needs. 5- To study the organizational Frames deeply and to know to what extent its suitability to the distinction and creativity environment and its suitability to the reality of the Yemen environment, and is it possible to use some modern styles? ls the use of such styles will lead to better results ? Also it is possible to elaborate these studies to know to what extent the existence of a correlation between the perfonnance of the firms and the usage of the creative styles and their provision for the creation and development climate.
