حسين عثمان طه الادغم2017-11-142017-11-142014-01http://hdl.handle.net/123456789/7878مستخلص الدراسة تناولت الدراسة دور الأمن الإنساني في تحقيق الاستقرار السياسي في ولاية النيل الأزرق، وتأتي أهمية الدراسة لتوضيح الاستقرار السياسي في السودان من منظور مفهوم الأمن الإنساني، ولاية النيل الأزرق نموذجاً، حيث تناقش مشكلة الدراسة من خلال معرفة مدي تأثيرات الصراعات والنزاعات(بما فيها المسلحة) علي الأمن الإنساني، ومحاولة وضع تصورات لتحقيق الاستقرار السياسي عبر الأمن الإنساني في ولاية النيل الأزرق. هدف الباحث في الدراسة الإطلاع والتعرف علي الدراسات التي تناولت موضوعات الاستقرار والتوترات السياسية، ومناقشة وتحليل مفاهيم الأمن الإنساني والاستقرار السياسي والارتباط بينهما، واستعراض الحالة السودانية من وجهة النزاعات والصراعات المسلحة التي تهدد الأمن الإنساني ، بالتركيز لحالة ولاية النيل الازرق، وانبنت الدراسة علي فرضية رئيسية مفادها إن غياب تطبيقات الأمن الإنساني بمفهومه الواسع أدى لتأثيرات سالبة متعددة ويقود لعدم وجود إطار موضوعي لفض النزاعات كما يقود لعدم الاستقرار السياسي بالسودان وتتناول الدراسة ولاية النيل الأزرق حيث تظهر حالة عدم الاستقرار السياسي والاختلال في تطبيق المفهوم علي ارض الواقع، استخدم الباحث المنهج التاريخي والمنهج الوصفي في سرد عناصر الظاهرة، واستخدم المنهج التحليلي للبيانات، التي جمعها بطرق مختلفة تمثلت في المقابلات، و الدوريات والتقارير، والكتب إضافة إلي الدراسات السابقة. ثم توصلت الدراسة إلى نتائج أهما: وجود علاقة بين الأمن الإنساني والاستقرار السياسي ، إهمال أبعاد الأمن الإنساني في ولاية النيل الأزرق نتجت عنه التوترات والصراعات ثم الحرب في الولاية، واحدة من أسباب الصراعات والنزاعات في ولاية النيل الأزرق، ضعف في تقديم الخدمات الأساسية، والسعي نحو كراسي السلطة. Abstract The study examined the role of human security in achieving political stability in the Blue Nile state ,the importance of the study to illustrate the political stability in Sudan, from the perspective of human security concept, the Blue Nile State model . The problem of the study discusses extent of the effects of conflicts and disputes (including armed ) on human security, and to try to develop ideas to reach political stability through human security in blue Nile State. The goal of the researcher in the study to see and identify studies that addressed the issues of stability and political tensions , and the discussion and analysis of the concepts of human security and political stability , and the link between them , and review the situation of Sudan from the point of conflict and armed conflicts that threaten human security , focusing on Blue Nile State case, The key hypothesis adopted by study that the absence of application of human security in its broadest sense has led to multiple negative effects and absence of a substantive framework for resolving disputes, also leads to political instability in Sudan and the study addresses the Blue Nile state , where show political instability and imbalance in the application of the concept on the ground, the researcher used historical approach and the descriptive approach in the narrative elements of the phenomenon , and use the analytical approach to the data, which was collected in different ways in interviews , journals , reports , and books in addition to previous studies . The most important findings of the study: the existence of a relationship between human security and political stability , neglecting the dimensions of human security in the Blue Nile state resulted in tensions and conflicts and the war in the state , and one of the causes of conflicts and disputes in the Blue Nile State , weakness in the provision of basic services , and the pursuit about power chairs .الامن السودانيالاستقرار السياسي
