رامي بخيت احمد محمد صالح2019-09-302019-09-302019جامعة النيلينhttp://hdl.handle.net/123456789/14714رسالة مقدمة لنيل درجة الماجستير في العلوم السياسيةمستخلص تناولت الدراسة دور مجلس التعاون الخليجي في حفظ أمن الخليج العربي، في الفترة من ( 2003م- 2017م ) . تمثلت مشكلة الدراسة في محاولتها تحليل دور مجلس التعاون الخليجي في امن واستقرار منطقة الخليج العربي في ضوء ما تشهده لمنطقة من تغيرات سياسية تؤثر على أمن الخليج العربي الذي يكتسب أهمية جيواستراتيجية. تهدف الدراسة إلى لتعريف بطبيعة الدور الذي قام به مجلس التعاون الخليجي في الحفاظ على منظومة أمن المنطقة ودراسة بمدى تأثير الاحتلال الامريكي للعراق والأزمة التي بها دولة قطر مع شعوب المنطقة وتغير موازين القوى في منطقة الخليج العربي. وتوصلت الدراسة إلى عدد من النتائج أهمها بالرغم من وجود ميثاق محكم الصياغة يعمل علي تنمية العلاقات السياسية الودية يبدو المجلس ضعيفا في حفظ امن المنطقة. قلة عدد السكان مع ضعف الروح القتالية يجعل دول المجلس تستعين بقوى خارجية عالمية وإقليميةتبني قواعد عسكرية ثابتة ومتحركة بما تفرض هذه القواعد من تكاليف مادية ومعنوية وقانونية. توصلت الدراسة إلي توصيات أهمها تحتاج منظومة مجلس التعاون الخليجي العربي القانونية والايدولوجية إلى مراجعة لتتماشى مع الصراع في المنطقة والاختلاف الايدولوجي بين الأنظمة. Abstract The study dealt with the role of the Gulf Cooperation Council in maintaining the security of the Arabian Gulf, from 2003 to 2017. The problem of the study was to try to analyze the role of the GCC in the security and stability of the Gulf region in the light of the political changes that affect the security of the Arab Gulf, which is gaining geostrategic importance.     The study aims at defining the nature of the role played by the Gulf Cooperation Council in maintaining the region's security system, examining the impact of the US occupation on Iraq, the crisis that the State of Qatar has with the peoples of the region and changing the balance of power in the Gulf region. The study reached a number of results, the most important of which, despite the existence of a compact textbook that promotes the development of friendly political relations, the Council seems weak in maintaining the security of the region. The lack of a population with a weak fighting spirit makes the GCC countries use foreign and global powers to build fixed and mobile military bases, which impose material, moral and legal costs. The study reached the recommendations of the most important, the GCC Arab legal and ideological system to review in line with the conflict in the region and the ideological difference between the systems.العلوم السياسيةالامن القوميThesis
