أمجد مزمل عبد الماجد الطيب2022-03-152022-03-152020http://hdl.handle.net/123456789/16971بحث مقدم لنيل درجة الدكتوراه في الاقتصادالمستخلص تناولت الدراسة دور منظمات الامم المتحدة في التنمية البشرية في السودان (دراسة حالة برنامج الامم المتحدة الانمائي UNDP(2007-2017). وتمثلت مشكلة الدراسة في أن السودان بالرغم من مجهودات الحكومات المتعاقبة في التنمية ومجهودات الامم المتحدة والشركاء في دعم التنمية البشرية في السوادان، إلا أن هنالك غياب في وضوح الرؤية في نتائج التنمية البشرية بسبب عدم استقرار الاوضاع ودقة النتائج. وهدفت الدراسة إلى التعرف على مجهودات برنامج الأمم المتحدة الإنمائي في محاربة الفقر بالسودان. والوقوف على دور برنامج الأمم المتحدة في تعزيز السلام والأمن.وواقع دور برنامج الأمم المتحدة في التنمية البشرية. ومدي مساهمته في رفع أدلة مؤشرات التنمية. والتعرف على العوائق والتحديات التي وقفت في طريق البرنامج الانمائي للأمم المتحدة في التنمية بالسودان. اتبعت الدراسة المنهج التاريخي والمنهج الوصفي التحليلي وتوصلت لعدة نتائج أهمها:نجاح البرنامج الانمائي للامم المتحدة في إحراز تقدم في محاور التنمية البشرية فيما يتعلق بالتعليم والصحة والسلام بشكل واضح. في حين أن النزاع المسلح أعاق التقدم المحرز في تحقيق الأهداف الإنمائية للألفية، ساهم البرنامج في التوقيع على اتفاقات السلام والجهود المستمرة للتوصل إلى اتفاق سلام دائم وشامل في دارفور.بذل البرنامج الانمائي بالشراكة مع الحكومة مجهودات كبيرة في القضاء على الفقر من خلال مشروعات التمويل الأصغر.واجه البرنامج الانمائي لدعم التنمية البشرية الكثير من المعوقات المتعلقة بالأمن والاستقراروعدم توفر البيانات وعدم الشفافية.وأوصت الدراسة بتعزيز السلام وبناء توافق في الآراء للتخفيف من النزاع والعنف في نفس الوقت لابد من إجراء تطوير آليات لتعزيزالوصول إلى الموارد بصورة منصفة.إلتزام الحكومة والسعي الجاد في تنفيذ أهداف الالفية الانمائية التزام الحكومة بتبني سلسلة من الخطط الاسعافية والاصلاحية في التنمية الاقتصادية وتنمية الموارد البشرية . التركيز على جودة التعليم من الناحية الكمية والنوعية والكيفية. زيادة الوصول الاقتصادي للغذاء عن طريق إتاحة فرص كسب العيش وتحسينها في المناطق الريفية السعي الجاد في إدارة الموارد الطبيعية بغرض تحقيق نمو مستدام وفقا لخطة وطنية. تفعيل استراتيجية زراعية طويلة الأجل للحد من الفقر، من خلال عملية وطنية لرسم خرائط الفقر تحت قيادة وزارة الضمان والتنمية الاجتماعية. توسيع قاعدة المانحين والتماس التمويل الكافي لقيام مشروعات التنمية التي تخدم أهداف الالفية الانمائية بالسودان. التركيز على السلام والحد من أسباب النزاع عن طريق زيادة الموارد المتاحة وتعزيز توزيعها المتكافئ. العدالة في توزيع الموارد والخدمات وسبل العيش في ولايات السودان المختلفة. Abstract This study dealt with the role of United Nations organizations in human development in Sudan (a case study of the United Nations Development Program (UNDP) (2007-2017). The problem of the study represent in Sudan, despite the efforts of successive governments in the development and the efforts of the United Nations and partners in supporting human development in Sudan, there is a lack of clarity of vision in human development results due to the instability of the situation and the accuracy of the results. The study aimed to identify the efforts of the United Nations Development Program in fighting poverty in Sudan, stand on the role of the United Nations program in promoting peace and security. And the reality of the role of the United Nations program in human development, and the extent of its contribution to raising the evidence of development indicators. Identifying the obstacles and challenges that stood in the way of the United Nations Development Program in development in Sudan. The study followed the historical method and the descriptive and analytical method and come up with several results, the most important are: The success of the United Nations Development Program in making progress in the axes of human development with regard to education, health and peace, clearly. While the armed conflict has impeded progress in achieving the Millennium Development Goals, the program contributed to the signing of peace agreements and the ongoing efforts to reach a lasting and comprehensive peace agreement in Darfur. In partnership with the government, UNDP made great efforts to eradicate poverty through microfinance projects. The Development Program to Support Human Development has faced many obstacles related to security and stability, lack of data, and lack of transparency. The study recommended promoting peace and building consensus to alleviate conflict and violence. At the same time, development mechanisms must be undertaken to promote equitable access to resources. The commitment of the government and the serious pursuit of the implementation of the millennium development goals. The government's commitment to adopting a series of emergency and reform plans in economic development and human resource development. Focusing on the quality of education in terms of quantity, quality, and quantity. Increasing economic access to food by providing and improving livelihood opportunities in rural areas. Activating a long-term agricultural strategy for poverty reduction, through a national poverty mapping process under the leadership of the Ministry of Social Security and Development. Focusing on peace and reducing the causes of conflict by increasing available resources and promoting their equitable distribution.
