عبدالله عيسى جيب الله محمد2023-01-222023-01-222022-12http://hdl.handle.net/123456789/18694بحث مقدم لنيل درجة الدكتوراه في العلوم السياسيةالمستخلص تناول البحث دور السودان في مكافحة الهجرة غير الشرعية في القرن الأفريقي في الفترة من (2011م – 2020م) وتمثلت مشكلة البحث في ما هو الدور الذي يؤديه السودان في مكافحة الهجرة غير الشرعية في القرن الأفريقي. وتنبع أهمية البحث من كون أن ظاهرة الهجرة غير الشرعية أصبحت من القضايا الدولية وأن السودان بحكم موقعه الجغرافي كأحد دول القرن الأفريقي أصبح له دوراً في مكافحة الهجرة غير الشرعية، وكذلك تنبع أهمية البحث من حيث مواكبته للمستجدات التي طرأت على الساحة السياسية في القرن الأفريقي خلال فترة البحث لمساعدة متخذي القرار والباحثين والدارسين في هذا المجال ويهدف البحث إلى معرفة أسباب الهجرة غير الشرعية وماهية السياسات التي ينبغي إتباعها في عمليات المكافحة والوصول إلى أنجع الطرق للحد من هذه الظاهرة والإستهداء ببعض تجارب الدول في المكافحة، إستخدم البحث التداخل المنهجي حيث المنهج التاريخي، والمنهج الوصفي التحليلي والمنهج القانوني وبني البحث على عدد من الفرضيات أبرزها، موقع السودان الاستراتيجي يساعد في مكافحة الهجرة غير الشرعية وتوصل البحث لعدة نتائج أبرزها أن الهجرة غير الشرعية قضية عالمية أصبحت تؤرق معظم دول العالم ولا يمكن محاربتها، من دولة واحدة كونها عابرة للحدود، وإن محاربتها تتطلب تعاون دول المنشأ والمعبر والمقصد وأوصي البحث، بعدد من التوصيات أبرزها إبرام اتفاقيات ومعاهدات ثنائية ومتعددة الأطراف مع دول القرن الأفريقي كدول منشأ والسودان كدولة معبر ودول الاتحاد الأوروبي كدول مقصد بهدف معالجة قضية الهجرة غير الشرعية للوصول إلى أفضل الطرق لمكافحتها والحد من تأثيراتها السالبة. Abstract The research dealt with the role of Sudan in combating illegal immigration in the Horn of Africa during the period (2011- 2020). The research problem revolved around Sudan's role in combating illegal immigration in the Horn of Africa. The importance of the study is derived from the fact that illegal immigration has emerged as a global issue and that Sudan, as one of the countries in the Horn of Africa, has a role to play in combating illegal immigration due to its geographical location. The research is important because it helps decision-makers, researchers, and academics in this subject by keeping track of changes that took place in the Horn of Africa's political landscape over the research period. The research aims to understand the causes of illegal immigration and the policies that should be implemented in control operations, as well as to find the most effective ways to reduce this phenomenon and to be guided by the experiences of some countries in combating illegal immigration The research used the methodological overlap in terms of the historical approach, and the descriptive approach, analytical and legal approach. The study was based on several hypotheses, the most important is that Sudan's strategic location helps in combating illegal immigration. The research reached several results, most notably that illegal immigration is a global issue that has become a concern for most countries of the world and cannot be fought, by one country as its transboundary, and Fighting it requires collaboration between the countries of origin, transit, and destination. The research recommended a number of recommendations, most notably is to conclude of bilateral and multilateral agreements and treaties with the countries of the Horn of Africa as countries of origin and Sudan as a country of transit and the countries of the European Union as countries of destination in order to address the issue of illegal immigration to reach the best ways to combat it and reduce its negative effects.الهجرة غير الشرعية- القرن الأفريقي الفترة من 2011م - 2020مالسودان- مكافحة الهجرةThesis
