Winning the customers satisfaction by scheduling tasks, increasing productivity, profit & Departments efficiency. This always led to gain department effectiveness & then customer gets the best results. The Messenger of Allah peace be upon him say: "God loves when one of you good at that". The aim of the study is to understand the obstacles that face the managers when implementing a Quality Management System. Obstacles factors are Social, legal and economic factors. So the successful & right implementation of the quality management system requires the creation of organization quality culture, and then to follow the steps of the implementation. The system was designed & analyzed using Object-oriented manner, and applied using the Oracle database system. The programming interfaces and monitors and reports were programmed using Oracle developer. The research found to control the process of quality through Data base which inserted to program knowing the quality of each department, and reviewing the quality methods, procedures and the documents. Assuring the employee commitment of applying the procedures, this led to avoid problem and control the work process. In addition of solving the problem of acquiring reports, which save more time, efforts and lead to complete the tasks very fast.تحليل الانظمتصميم الانظم
