منى عبد الباقى محمد حسن2017-11-022017-11-022015http://hdl.handle.net/123456789/7083(بالتطبيق وزارة المالية و التخطيط الاقتصادى)مستخلص البحث حساب الخزانة الواحد (TSA) هو اداة لتوطيد وإدارة الموارد الحكومية وتطبيقه على النظام المالى والإقتصادى بالدولة يحسن من الإستغلال الأمثل للموارد ويقلل من الفجوة الإقتصادية ويعالج مشكلة عدم الشفافية فى الانفاق بين الوحدات ووزارة المالية كما يساعد على ضبط المصروفات الحكومية وتحديد الأولويات التى تؤثر سلباً على السياسات والتدفقات النقدية . يتم تحديد سقوفات الانفاق للوحدات من وزارة المالية شهريا لتقوم الوحدات بعمل البرمجة النقدية لاولوياتها شهريا حسب لسقف المحدد و بناء على الموارد المتاحة يتم ارسال المطالبات لبنك السودان لتنفيذها، تبعا لتقارير التنفيذ تقوم المالية برصد دفعياتها للوحدات . النظام الالكترونى لحساب الخزانة الواحد صمم بواسطة برنامج oracle11g لقاعدة البيانات وADF للواجهات والشاشات وبرنامج Crystal Report للتقارير . يهدف هذا البحث للاستفادة من التكنولوجيا فى تسريع ارسال المطالبات وتنفيذ الدفعيات وبذلك نكون قد حققنا الاستخدام الامثل للموارد المتاحة ، و تحقيق مبدأ الشفافية بين الوحدات و وزارة المالية والتخطيط الاقتصادى من نتائج هذا البحث انه ساعد فى تبسيط الاجراءات بالنسبة للوحدات فى جانب طلب الدفعيات المرسل الى وزارة المالية ، كتوصية من توصيات هذا البحث تنفيذ جانب نظام المدفوعات بين بنك السودان والوحدات و وزارة المالية . Abstract Treasury Single Account (TSA) is a tool to consolidate the management of government resources and the application of a single treasury system on the financial system and economic state improves optimization of resources and reduce the economic gap also its solve the Lack of transparency between the Ministry of Finance & the unites, its help to control government spending and set priorities that negatively affect the policies and cash flows. In the TSA, the Ministry of Finance & Economic Planning sending monthly spending ceiling to the units, which prepared their cash programming according to the ceiling. Depending on their available resources, MOF sending its program to execute in the central bank of Sudan (COS). According to the reports of the (COS) ministry of finance can follow-up and monitoring the government spending. E-TSA is designed by using Oracle 11g for the database, the user interface and screens designed by Developer – ADF (Application development Framework), To making report we use Crystal reports. This research aims to take advantage of technology in accelerating the implementation of claims and send payments and so we have made the best use of available resources, and realization of the principle of transparency between the units and the Ministry of Finance and National Economy, one of the result of this research its help in simplification of procedures of the units. The recommendations of this research along with the payments system between the Bank of Sudan and the units and the Ministry of Finance & Economic Planning.نظم المعلومات
