رياض علي صالح العزير2017-10-082017-10-082010http://hdl.handle.net/123456789/5901المستخلص يحتاج الاقتصاد اليمني إلى البحث المستمر عن أهم الوسائل التي بمقدورها تحريك عملية التنمية الاقتصادية في البلاد ،نظراً لما يعانيه هيكل الاقتصاد من اختلالات في هيكله لصالح القطاعات التقليدية ،التي تتبع الوسائل البدائية في الإنتاج. وينتظر من القطاع الصناعي في اليمن القيام بدور المحرك لعملية التنمية الاقتصادية،نظراً لما يشهده هذا القطاع من تطورات عاماً بعد أخر.فأهمية الدور الذي يعول على القطاع الصناعي القيام به تأتي من أهمية الصناعة نفسها في عملية التنمية الاقتصادية وما ينجم عنها من آثار إيجابية. وتلخصت مشكلة الدراسة حول موقع الصناعي في التنمية الاقتصادية في اليمن ،وإلى أي حد يتم استغلال الموارد لتطوير الأداء الاقتصادي. وقد هدفت الدراسة إلى التعرف على المفاهيم والنظريات المتعلقة بالصناعة والتنمية الاقتصادية ،وكذلك وصف وتحليل الواقع الاقتصادي في اليمن ،وحاولت الدراسة معرفة أثر القطاع الصناعي على التنمية الاقتصادية في اليمن من خلال معرفة حجمه وخصائصه المختلفة ،وكذلك المشاكل التي تقف أمامه ،إضافة إلى ما ينتج عنه من آثار إيجابية ,وكذلك الإجراءات اللازمة لتفعيل القطاع الصناعي. وقامت الدراسة على فرضيات أن اليمن لم يستغل الموارد المتوفرة لدية لقيام قطاع صناعي قوي ،وأن هياكل البنية الأساسية لاتسهل جهود التنمية الصناعية ،وأن تأثير القطاع الصناعي القائم الآن على مؤشرات الاقتصاد الكلي محدودة. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها: - توجد العديد من مظاهر التخلف الاقتصادي التي تناولها الفكر الاقتصادي في اليمن. - بطئ تنمية الموارد البشرية في ظل معدلات النمو السكاني العالية في اليمن عرقل الجهود التنموية المبذولة. - تتوفر في اليمن نسبياً العوامل اللازمة لقيام قطاع صناعي يسهم في تحقيق التنمية الاقتصادية.ولكن تأثير القطاع الصناعي على التنمية في اليمن مازال محدوداً. - هناك مجموعة من المشاكل التي تؤثر على أداء القطاع الصناعي في اليمن . - الصناعة التحويلية أكثر الفروع الصناعية مساهمة في الناتج المحلي الحقيقي وأعلاها نمواً. وخرجت الدراسة بعددٍ من التوصيات منها : - تنمية مخرجات التعليم الفني والمهني لتلبية حاجة القطاع الصناعي اليمني. - الاستفادة من الميزة النسبية التي تتمتع بها اليمن في المجال السمكي بالتوسع في الصناعات السمكية . - التوسع في الصناعات التي تتوفر لها المواد الخام من مصادر محلية. - تخصيص المزيد من الموارد لتعزيز البنية التحتية لتسهيل تحقيق التنمية الاقتصادية والاجتماعي بشكل عام والتنمية الصناعية بشكل خاص. Abstract Yemeni's economy needs of continuous research to move the process of economic development in the country. Given its economic structure from the none balance in the structure for the traditional sectors, which follow the primitive tools in production, it is expected that the industrial sector in Yemen, will act as an engine for economic development in view of the current developments in this sector year after year. The importance of the role of the industrial sector comes from the importance of the industry itself in the process of economic development. The study aimed at identifying the concepts and theories related to industry and economic development, as well as description and analysis of the economic reality in Yemen. The study tried to find out the reality of the industrial sector in Yemen through the knowledge of its size and its different specifications, and then specifying the problems that face it, and try to throw some light to solve these problems . The study's hypotheses illustrated that Yemen did not take the advantage of the resources available to it, so as to have a strong industrial sector. The study came out with a set of findings, including: - There are many aspects of economic backwardness that hinder the economic planning in Yemen. - Slow development of human resources in addition to high population growth rates in Yemen hampered the development efforts made. – An active industrial sector contributes to economic development but the impact of the industrial sector development in Yemen is still limited. - There are a range of problems that affect the performance of the industrial sector in Yemen. – The manufacturing is the best industrial branch that contribute to real local product and the highest growth. The study offered a number of recommendations, including: - Development of technical and vocational education is necessary to meet the needs of the industrial sector of Yemen. - Making use of the comparative advantage enjoyed by Yemen in the field of fisheries and expansion in the fishing industries, should be encouraged. - The expansion of industries that use local raw materials are called for. - To allocate more resources to strengthen the infrastructure is a supporting factor for expanding industrial development .اقتصاد
