سامان توفيق حمه درويش2017-11-012017-11-012017http://hdl.handle.net/123456789/6915مستخلص تناولت الدراسة دور تطبيق معايير الجودة الشاملة في تحسين الأداء بالمؤسسات الاجتماعية، دراسة حالة المؤسسات الاجتماعية في محافظة السليمانية بإقليم كوردستان/ العراق. وهدفت الدراسة إلى عدة أهداف أبرزها: التعرف على أشكال وأنماط معايير الجودة الشاملة وممارسة إدارة المؤسسات الاجتماعية في محافظة السليمانية، إبراز دور تطبيق معايير الجودة الشاملة في تحسين الأداء بالمؤسسات الاجتماعية في محافظة السليمانية، التعرف على مستوى تطبيق معايير الجودة الشاملة في تحسين الأداء بالمؤسسات الاجتماعية في محافظة السليمانية،. وتمثلت مشكلة الدراسة في معرفة دور تطبيق معايير الجودة الشاملة في تحسين الأداء بالمؤسسات الاجتماعية، ومن أجل ذلك استندت الدراسة على عدة تساؤلات أهمها: هل تطبق المؤسسات الاجتماعية في محافظة السليمانية بإقليم كردستان العراق معايير الجودة الشاملة؟ ما هي معوقات تطبيق الجودة الشاملة في المؤسسات الاجتماعية في محافظة السليمان بإقليم كردستان العراق؟ هل لالتزام الإدارة العليا بالجودة الشاملة دور في تحسين الأداء بالمؤسسات الاجتماعية في محافظة السليمانية بإقليم كردستان؟ لتحقيق أهداف الدراسة والإجابة على تساؤلاته تم إتباع منهج التحليل الوصفي ودراسة الحالة، وتم الاعتماد على الاستبانة كأداة للدراسة، حيث قام الباحث بتصميم استبانتين أحداهما للعاملين بالمؤسسات الاجتماعية وبلغ عددهم (100) عامل، والثانية للمستفيدين من تلك المؤسسات وبلغ عددهم (50) مستفيد، وتم تحليل النتائج بواسطة برنامج الحزمة الإحصائية للعلوم الاجتماعية (SPSS). توصلت الدراسة إلى عدة نتائج أهمها: تطبق المؤسسات الاجتماعية بمحافظة السليمانية بإقليم كردستان/ العراق معايير الجودة الشاملة بصورة متوسطة، حيث أن جميع معايير الجودة الشاملة تراوحت نسبة تطبيقها ما بين (42.2% -63.4%) وهي درجات متوسطة من التطبيق. وهنالك اهتمام إلى حدٍ ما بتحسين الأداء في المؤسسات الاجتماعية بمحافظة السليمانية، ولكن مازالت تلك المؤسسات تفتقد إلى الوصول إلى الإيجابية في بعض عناصر تحسين الأداء فيها. وهنالك مستويات رضا مرتفعة إلى حدٍ ما للمستفيدين من خدمات المؤسسات الاجتماعية في محافظة السليمانية. أوصت الدراسة بعدة توصيات أهمها: على المؤسسات الاجتماعية في محافظة السليمانية الاهتمام بصورة أكثر من قبل بتطبيق معايير الجودة الشاملة، وذلك بالاهتمام بصورة مكثفة بمشاركة العاملين في تطبيق الجودة الشاملة بصورة خاصة واتخاذ القرارات الإدارية بصورة أخص. وعلى المؤسسات الاجتماعية في محافظة السليمانية تحسين مستويات الأداء بها، وذلك بالاهتمام ببعض جونب القصور التي توصل إليها الباحث، حيث يقترح أن تهتم تلك المؤسسات بنظام الحوافز المعنوية والمادية. وعلى المؤسسات الاجتماعية بمحافظة السليمانية الاهتمام برضا المستفيدين خصوصاً، بعض المؤشرات التي توصلت الدراسة أن فيها قصور من قبل تلك المؤسسات، حيث لابد لهذه المؤسسات من الاهتمام بإقامة علاقات وبرامج خارج إطار العمل (رحلات ترفيهية، لقاءات وغيرها)، كما لابد من الاهتمام بالشكاوي المقدمة من قبل المستفيدين في الموظفين، وكذلك الاهتمام بصورة فاعلة في توفير الخدمات المطلوبة في الوقت المناسب، كما على تلك المؤسسات الاهتمام بدراسة رغبات المستفيدين. Abstract The study dealt with the role of applying the total quality standards in improving performance in social institutions. A case study of Social Institutions in Sulaymaniyah Province, Kurdistan Region, Iraq. The study aimed at several objectives, most notably: Identify the forms and patterns of total quality standards and the practice of social institutions management in Sulaymaniyah Provinc . To highlight the role of the application of total quality in improving performance in social institutions in Sulaymaniyah Province. Identify the level of implementation of the total quality standards in improving the performance of social institutions in Sulaymaniyah Province. The problem of the study represented in knowing the role of applying total quality standards in improving performance in social institutions. For this reason, the study was based on several questions, the most important of them are: Do social institutions in the province of Sulaymaniyah in the Kurdistan region, Iraq, apply the total quality standards? What are the obstacles to the application of total quality in social institutions in the province of Sulaymaniyah, Kurdistan Region, Iraq? Is the commitment of senior management to total quality, a role in improving performance in social institutions in the province of Sulaymaniyah, Kurdistan Region? To achieve the objectives of the study, and to answer their questions, the descriptive analysis method and the case study were followed. Based on the questionnaire, the researcher designed two questionnaires, one for employees of social institutions, and their number is (100) workers, and the second is for the beneficiaries of those institutions, and their number is (50) beneficiaries.The results were analyzed by the Statistical Package for Social Sciences (SPSS). The study reached several results, the most important of which are: The social institutions in the province of Sulaymaniyah in the Kurdistan region of Iraq apply the overall quality standards in a medium way. All the comprehensive quality standards have ranged from 42.2% to 63.4%, they are intermediate degrees of application. There is some interest in improving performance in social institutions in Sulaymaniyah Province, but, these institutions still lack positive access to some elements of improved performance.There are high levels of satisfaction, to some extent for the beneficiaries of social services institutions in the province of Sulaymaniyah. The study recommended several recommendations, the most important of them are: The social institutions in the province of Sulaymaniyah should pay close attention to the participation of the workers in the application of total quality, in particular, and to take decisions more specifically.The social institutions in the province of Sulaymaniyahshould improve performance levels, by taking care of some shortcomings which the researcher reached, as he suggests that these institutions should be concerned with the system of moral and financial incentives.The social institutions in Sulaymaniyah Province should pay particular attention to the satisfaction of beneficiaries.Some of the indicators reached by the study that there is a shortcomingin those institutions, where these institutions must be interested in the establishment of relationships and programs outside the framework (recreational trips, meetings, etc.). Effective attention must also be paid to providing the required services in a timely manner.
