أنس إبراهيم حجر محمد2017-11-132017-11-132014http://hdl.handle.net/123456789/7860مستخلص البحث تناول البحث دور منظمات المجتمع المدني في ترسيخ مفاهيم حقوق الإنسان في السودان مستهدفاً الوقوف على مدي فاعلية منظمات المجتمع المدني في المساهمة الإيجابية في هذا المجال ، إذ أن هنالك نشاط متصاعد لمنظمات المجتمع المدني في شتى مجالات خدمة المجتمع خاصة العاملة في مجال حقوق الإنسان ، فالبحث يعالج مشكلة أساسية وهي معرفة مدى فاعلية منظمات المجتمع المدني في ترسيخ مفاهيم حقوق الإنسان في السودان. تأتي أهمية هذا البحث من كونه يتناول نسقاً اجتماعيا مهما يلعب دوراً كبيراً في ترسيخ مفاهيم حقوق الإنسان. وهدف هذا البحث إلى التعرف على منظمات المجتمع المدني وحقوق الإنسان مفهوماً وممارسة ، وتحديد دور منظمات المجتمع المدني في ترسيخ مفاهيم حقوق الإنسان. وقد أتبع الباحث "المنهج التاريخي" ، بالإضافة "للمنهج القانوني، "والمنهج الوصفي التحليلي"، و"منهج دراسة الحالة" معتمداً في ذلك على المصادر التي توفرت والكتب والدوريات والملفات والأوراق العلمية. توصل البحث إلى نتائج تمثلت في إن المشاكل المتعلقة بالأوضاع السياسية والاقتصادية والاجتماعية والأمنية والثقافية في السودان هي السبب المباشر لحالة عدم تطبيق حقوق الإنسان وفقاً للمعايير الدولية ، كما لا تزال منظمات المجتمع المدني تواجه عقبات ومعوقات أساسية‏ تحد وتمنع من توسيع فرص مشاركتها في العمل العام‏. و أوصى البحث بأن علي الدولة إعادة النظر في طبيعة علاقاتها مع منظمات المجتمع المدني المختلفة‏ وإسقاط القيود والعقبات التي تحول دون توسيع دورها وتعديل إطارها القانوني المتمثل في القانون الذي يحكم عمل هذه المنظمات بما يجعلها أكثر قدرة علي القيام بمسؤولياتها‏،‏ كما يجب على منظمات المجتمع المدني التي تهتم بشأن حقوق الإنسان أن تولي اهتمام مقدر لتحسين الأوضاع السياسية والاقتصادية والاجتماعية والأمنية والثقافية وذلك من خلال الدعم بأشكاله المختلفة، لأنه من دون تحسين تلك الأوضاع من الصعب الحديث عن تطبيق حقوق الإنسان وفقاً للمعايير الدولية. Abstract The research examined the role of civil society organizations in establishing the concepts of human rights in Sudan, targeting the effectiveness extend of civil society organizations in a positive contribution in this area , as there is activity rising for civil society organizations in various areas of community service , especially working in the field of human rights, the search addresses the fundamental problem which determine the effectiveness of civil society organizations in establishing the concepts of human rights in Sudan . The importance of this research rising from it deals with important socially pattern plays a major role in establishing the concepts of human rights. The aim of this research is to identify the organizations of civil society and human rights conceptually and practically, and to identify the role of civil society organizations in establishing the concepts of human rights . The researcher followed " the historical approach ," as well as " the legal approach ,"descriptive analytical approach", and" the case study approach ", relying on available sources , books, periodicals, files and papers. Research reached to results include: that the problems related to the political situation, economic , social, security and cultural rights in Sudan is the direct cause for the case of non-application of human rights in accordance with international standards, the civil society organizations still face basic obstacles and impediments limiting and prevent the expansion of opportunities for its participation in public work. the research has recommended that the state must reconsider the nature of the relations with various civil society organizations and drop the restrictions and obstacles to expand its role and modify the legal framework represented in the law governing the work of these organizations to make them more capable of carrying out its responsibilities, the civil society organizations that are interested on human Rights must to pay attention destined to improve the political, economic, social, cultural and security through various forms of support, because without improving these conditions is difficult to talk about the application of human rights in accordance with international standardsدور منظمات المجتمع المدنيمفاهيم حقوق الإنسان
