مبارك أحمد إسحق2017-10-172017-10-172010-01http://hdl.handle.net/123456789/6171مـلـخـص تناولت الدراسة العلاقات السودانية الأمريكية في الفترة من 1989م حتى 2009م وتاتي أهمية الدراسة من أن هذه العلاقات وفي هذه الفترة أثرت في رسم السياسة الداخلية والخارجية للسودان وهدفت هذه الدراسة إلي توضيح طبيعة العلاقات السودانية الأمريكية وما صاحبها من عقبات وتوترات وذلك من خلال عرض وتحليل المكونات الهامة لتلك العلاقات حيث أنها تتبعت أهداف ومرتكزات السياسة الخارجية السودانية منذ الاستقلال حتى فترة حكم الانقاذ ، كما تناولت الدراسة العقبات التي تقف أمام تطور العلاقات بين البلدين والتي تمثلت في مسألة حقوق الإنسان وأزمة دارفور ، كما تطرقت الدراسة إلي السياسة الخارجية للولايات المتحدة تجاه السودان وسياسة الرئيس الأمريكي باراك أوباما تجاه السودان وقد أعلنت الولايات المتحدة في ظل هذه الإدارة عن تغيير في سياستها الخارجية تجاه السودان وذلك بتعيين المبعوث الأمريكي للسودان أسكود غرايشن وذلك لتجاوز الخلافات بين البلدين . واستخدمت الدراسة المنهجين التاريخي والوصفي من خلال عرضه لتسلسل العلاقات والأحداث بين البلدين وقد توصلت الدراسة إلي نتائج عديدة منها :- - كثرة الحروب والنزاعات في السودان من العوامل التي أضعفت سياسة السودان الخارجية وأثرت علي علاقات البلدين - تتخذ الولايات المتحدة الأمريكية حقوق الإنسان كذريعة للتدخل في الشأن السياسي الداخلي في السودان . - إتسمت العلاقات السودانية الأمريكية بالمد والجزر ، وذلك لعدة أسباب مثال ذلك : موقف السودان من حرب الخليج الأولى ، أحداث الحادي عشر من سبتمبر 2001م ، والتي أُعتبرت نقطة فاصلة في علاقات البلدين . Abstract This study discusses the future trend of the Sudanese-American relationship within the present status quo, and that is though the review and analysis of the important components of that relationship. Whereas it follow up the targets and pivots of the Sudanese foreign policy since the independence till the period of the salvation rule. Also it tackles the trend of the Sudanese-American relationships since the advent of the salvation regime to the power. Also the study treats the issue of the human rights in Sudan, and the stand of U.S.A from that, by reason of that it interfered in the internal affairs of many countries. Besides Darfur crisis and its impact on the relationships between the two countries. The study devoted a topic on the U.S.A policy towards Sudan, beside another topic devoted to the new U.S.A administration towards Sudan (Obama Administration). Whereas the new U.S.A administration declared a complete change in its foreign policy, and that is by the appointment of special delegate to Sudan Mr. Scott Grayshin so as to surpass the controversies between the two countries, and the endeavor to execute Niavasha peace agreement, and to put an end to Darfur conflict. Also it tackles the future of the Sudanese-American relationships within the difficult conditions that the two countries are witnessing of international economic deterioration besides the deterioration of the internal conditions, whereas Sudan is passing a difficult stage of deterioration of security status, the criminal court bill of indictment and the coming elections. The researcher used the historical methodology through the review of the progression of the relationships and events between the two countries.
