The deterioration in the levels of performance in this Corporation had become the prominent feature ,in the absence of a clear cut strategic plan This had called for adopting such a plan , since the application of strategic management is linked to efficient performance, its development and ; hence to the improvement of the competitive position of the corporations . The study hypothesized that there are complex environmental factors which led to the deterioration of the Sudan Railway Corporation ; and the weakness of its basic structures . This made the application of strategic management a necessity , so as to provide good quality services , develop them and achieve the set objectives . It is a condition, then ,that the local and foreign economic and investment sectors ,participate in this participate in this plan; and provide the necessary financing for it . this is especially important since the Corporations resources have proved to insufficient to fulfut the requirements of modernization and the development of the fleet and drawing capacities ; as well as the basic unfastens the Corporation. The researcher handled the research problem, which is expressed in the absence of a strategic plan , which is manifested in the Sudan Railways . The researcher, then , showed the importance of the strategic management; in the realm of thought , orientation , content and considering it as the effective means for saving the Corporation , from stagnation and failure . it also exposed the need for the private sectors participation in the operations of the Corporation , because of the failure of the state to fulfill the requirements of modernization and have face to competition . The field study which was conducted by the researcher, in the Railways Corporation ,indicated. Existence of managerial , financial , political and social factors , which contributed to the deterioration of performance in the Corporation .lt also exposed that there is no effective and capable strategic plan ,to deal with factors ,deterioration of the Corporation and the achievement of its objectives and those of its employees . Accordingly , the study recommended a strategic plan should be adopted , for the development of the railway transport industry , which is the backbone of economic development in Sudan . This is also a need to depart from the norms of the controls of public administration and the bureaucratic procedures, to the scope of ,besides caring for Human cadre for being the instrument and the objective of development.الأدارة اللإستراتيجية
