عثمان عبدالرحمن موسى محمود2017-10-232017-10-232015http://hdl.handle.net/123456789/6348مستخلص البحث : تشكل الديمقراطية التوافقية أحد النماذج المقترحة لمعالجة مسألة المشاركة السياسية في المجتمعات التعددية أو المتعددة، فهي خلافاً للديمقراطية التمثيلية، لا تستند إلى عناصر التنافس في البرامج والإستراتيجيات والاحتكام إلى منطق الاغلبية الحاكمة في الاقلية المعارضة والاعتماد المتواتر على اسلوب الاقتراع أو الانتخاب بل يعتقد للمكونات الاساسية فرص التمثييل والمشاركة في صنع القرار من اعلى هرمه إلى اسفله من دون الخضوع لسلطة الاغلبية، إذ تحتفظ الاقلية بحق النغض أو الاعتراض ما يجعل قدرتها على مواجهة الاغلبية ويتجنب هيمنتها متاحة وممكنة على صعيد الممارسة وهو ما لا تتيحه الديمقراطية التقليدية على الرغم من اعترافها بشرعية المعارضة وضمان حقوقها الدستورية في النشاط والعمل من اجل التحول إلى اغلبية بدورها. ويفسر ارينت ليعارض (الديمقراطية التوافقية) بانها تعني النظام الذي تتعدد فيه مصادر السلطة، ويكون اقرب إلى النظم الديمقراطية ويكون اقرب إلى النظم الديمقراطية من دون التمكن من الوصول إليها. أما الاستقرار السياسي الذي يشكل شرطاً مفصليا للديمقراطية التمثيلية فيتحقق حيث يعتمد النظام السلم المدني، وبتأسيس على المشروعية (Legitimate) والفعالية (Efficacies) ويكون قادرا على تقليص العنف المدني وترشيد امكانيات اللجوء إليه. Abstract: The combination democracy is considered as one of the proposed modem to treat the matter of politics participation of a group of communities or the multi ones, it is differ than the simulator democracy, did not based on the competent elements of the programs, strategies and the logic of majority government via the miniature opposition and depending on the ballot or elections , but based on the basic components as simulator opportunities and participation in decision making from the top of the pyramids up to its bottom without compelling to the majority power, the small group keeps its veto or the obstruction to strength the majority power and forced them not to engage its available domination on its practice, which did not available in the traditional democracy, although it has a legal recognition of the opposition and assure its constitutional rights in the activity and engage in order to be majority also. Amet state the opposition of (combination democracy) as a system which has multi source of power, and been nearly to the democracy system without being able to access it. But the political stabilization is formed a condition to simulating democracy to improve it, where it depend on the civil stair system and based on the legitimate and efficacies and be able to reduce the civil violence.علوم سياسية
