The State shares boarders with the following states Senar state in the north in the country of south of Sudan in the west and the neighboring country of Ethiopia in the south the state have been suffering from wars and conflicts, and as a result of the deterioration of the humanitarian situation many national and foreign organizations has intervened to provide assistance to those affected. The problem of the study focus on the two following questions: Did the programs and the activities of non governmental organizations that working in the Alingassana cormnunity aconributat in changing the community to better level ? And did the social environment of the Alingassana has any public effects in these programs and activities? The study aimed to identify the characteristics of the social and cultural situations in the Blue Nile state commtmity , and highlight the role of non governmental organizations in various segments in social and cultural change in Blue Nile state. The researcher adopted the historical, descriptive analytical, methods in the study A questionnaire, observation, and meeting were done to collect data. The most important results that the study reached at are there is asocial, cultural and economical change in Al ingassana society due to the to the none govermnental programs and activities, in term of marriage, which was taboo in the past to among from the close relatives, beside not to many fonn out side the kin or the group, and multiple marriage, all these practives were changed, The economical standard also changed to buttes due to education and the diverse of the economical activities like cultivation, mining and live stock., beside improvement in educational ,health, and veterinary services the non governmental programs and activity help in training and building and developing the people which reflected in their behavior and personal.
