نجيب محمد النور مصطفى2018-02-262018-02-262018http://hdl.handle.net/123456789/11209بحث مقدم لنيل درجة (الدكتوراه) في العلوم السياسية من كلية الدراسات الاقتصادية والاجتماعيةالمستخلص تناولت الدراسة موضوع (أثر البعثات الدبلوماسية على العلاقات السودانية المصرية) وتمثلت مشكلة البحث في أن الفترة الممتدة من1990 إلى2017م منعطفاً تاريخياً مهما في مثار العلاقات السودانية المصرية لما لها من أثر على تطور في العلاقات بين البلدين وعلاقة كل ذلك بالتطورات الإقليمية والدولية والخلافات المذهبية بينهما وما مدى تأثير البعثات الدبلوماسية في تطوير العلاقات وحل القضايا الخلافية بين البلدين ومن هنا تأتي عدة أسئلة: ما هو أثر البعثات الدبلوماسية السودانية على العلاقات مع مصر، ما مدى تأثير البعثات الدبلوماسية في حل القضايا المشتركة بين البلدين، هل الاختلاف المذهبي في السياسة أثر على البعثات الدبلوماسية بين البلدين؟ حيث هدفت الدراسة إلى الآتي: توضيح أهمية البعثات الدبلوماسية في تطوير مكانتها على مستوى الدولة، إبراز الدور المهم الذي تقوم به البعثات الدبلوماسية في تقوية العلاقات بين البلدين، توضيح الدور الكبير الذي تقوم البعثات الدبلوماسية في حل القضايا المشتركة بين البلدين. هذا البحث يعالج مسألة مهمة وهي العلاقات السودانية المصرية ويركز على أثر البعثات الدبلوماسية السودانية مع مصر وقضايا العلاقات بين البلدين وتطويرها في العديد من المجالات وتقصي مشكلة البحث اتبع البحث الفروض الآتية: للبعثات الدبلوماسية السودانية أثر على العلاقات مع مصر، البعثات الدبلوماسية لها أثر واضح في حل القضايا المشتركة بين البلدين، الاختلاف في المذهبية السياسية يؤثر في البعثات الدبلوماسية بين البلدين. ولتحقيق فروض الدراسة اتبعت المنهج التاريخي والوصفي المقارن والقانوني ودراسة الحالة. وخلص البحث إلى أهم النتائج التالية: أنللبعثات الدبلوماسية السودانية تأثير ايجابي في العلاقات بين البلدين، وللبعثات الدبلوماسية السودانية تأثير إيجابي في حل القضايا المشتركة بين البلدين، واختلاف المذهبية السياسية انعكس سلباً على البعثات الدبلوماسية والعلاقات بين البلدين وهو أساس الخلاف. وأوصت الدراسة بالآتي:أن تكون البعثات هي المبادر الأساسي في العلاقات بين البلدين وتطويرها، وضع حلول للقضايا المشتركة التي تعمل على توتر العلاقات بين البلدين، وأن تتجاوز البعثة الخلافات السياسية عبر العمل الاقتصادي والثقافي ووضع مبادرات تعمل على تفعيل العمل المشترك.   ABSTRACT The study discussed the Impact of the Diplomatic Delegations on the Sudanese Egyptian Relations. The period from 1990 to 2017 is considered an important historical duration of time in the development of the relations between the two countries and coping with the progress of the diplomatic relations in the regional and international aspects. And without neglecting the ideological differences, we endeavor to answer the following questions: What is the impact of the diplomatic Sudanese delegations on the relations with Egypt?What is the extent of impact of the diplomatic delegations in solving the mutual problems between the two countries?Is there any impact of the ideological differences on the diplomatic relations between the two countries? The research aimed at explaining the importance of the role of the diplomatic delegations in the development of the status of the country and the activities they run to solve the diplomatic conflicts and to strengthen the relations.The study concentrates on the exerted efforts of the diplomatic delegations and therefore exposed some hypotheses in answering the previous questions. And in order to achieve the hypotheses of the study, the researcher followed the historical method and the descriptive comparative method besides the legal method and the case study.The Main Results:The diplomatic delegations have positive roles in improving the relations between the two countriThe political ideological differences have negative differences that obstruct the advance of the activities of the diplomatic delegations.The political ideological differences have become the main constraints that hider the progress of the relations between the two countries.The Main Recommendations:The diplomatic delegations should take the appropriate initiatives in improving the relations between the two countries.The diplomatic delegations should take the proper steps in solving the mutual problems between the two countries.The diplomatic delegations should neglect the political differences through managing the cultural and economical works.
