تناولت الدراسة تنمية الموارد البشرية وانعكاساتها على استغلال الموارد في السودان خلال الفترة من 2000 – 2014م، وقد هدفت الدراسة إلى توضيح أهمية تنمية الموارد البشرية في السودان وأهم متطلبات تنميتها من اهتمام بالتعليم والصحة والغذاء والتدريب، وقد أوضحت الدراسة جهود تنمية الموارد البشرية في السودان. استخدمت الدراسة المنهج الوصفي التحليلي. وقد توصلت الدراسة إلى نتائج أهمها: رغم الجهود المبذولة في تنمية الموارد البشرية في السودان إلا أن هنالك عوامل حالت دون استفادة السودان منها، وهذه العوامل تمثلت في بطالة الخريجين، وهجرة الكوادر المؤهلة وتم استعراض حالة المهاجرين إلى المملكة العربية السعودية، وأيضاً عدم ملائمة سياسات العمل لاستيعاب منظم للكوادر والمهارات المؤهلة. وقد أوصت الدراسة بضرورة تكامل السياسات للحد من البطالة والهجرة لاستيعاب الكفاءات البشرية بما يخدم استخدامات الموارد في صورتها المثلى.

Abstract

The study implications of human resources development on the exploitation of resources in the Sudan dealt with during the period from 2000 - 2014 AD, the study aimed to clarify the importance of human resource development in Sudan, the most important development requirements of attention to education, health, food, training, the study showed human resource development in Sudan's efforts. The study used a descriptive and analytical approach. The study found the following results: Despite efforts in human resource development in Sudan, but there are factors that have prevented the Sudan take advantage of them, and these factors are represented in the graduate unemployment and the migration of qualified personnel has been reviewing the status of immigrants to the Kingdom of Saudi Arabia, and also the lack of appropriate labor policies structured to accommodate qualified cadres and skills. The study recommended the need for policy integration to reduce unemployment and immigration to accommodate human resources to serve the uses of resources in the optimal image.
