مؤسسات التمويل الدولي ومساهمتهافي تحقيق المؤشرات الاقتصادية للتنمية في تشاد دراسة حالة الصندوق الأوربي للتنمية (FED)2002-2017م

Abstract

مستخلص ان موضوع هذا البحث تناول مؤسسات التمويل الدولي ومساهمتها في تحقيق المؤشرات الاقتصادية للتنمية من خلال دراسة الحالة لدور الصندوق الاوربى للتنمية فى تشاد _دراسة تطبيقية على الصندوق الاوربي للتنمية (FED) في الفترة ما بين 2002-2017م باعتبار احد شركاء وزارة الاقتصاد و التخطيط التنموي فى مجالات التنمية الاقتصادية بتشاد , تمثلت مشكلة الدراسة في الاشكاليات في دعم التمويل التى شهدت تشاد فى تحقيق المؤشرات الاقتصادية , ومساهمة الصندوق الاوربي للتنمية في تحقيق معدلات النمو الاقتصادي والتنمية الاقتصادية في تشاد , وهدفت الى معرفة دوره في دعم الناتج القومي الاجمالى والناتج المحلى الاجمالي وذلك من خلال التعرف على النمو الاقتصادي خلال الفترة , وقد افترضت الدراسة توجد علاقة ايجابية بين الصندوق الاوربي للتنمية والناتج المحلى الاجمالى فى تشاد والناتج القومي ومعدلات النمو الاقتصادي وتمكن الاهمية ان مؤسسات التمويل الدولي اصبحت تنال اهتماما متزايداً في جميع دول العالم المختلفة النامية اقتصادياً , وفقاً لطبيعة الدراسة اتبع الباحث التاريخي والوصفى نموذج قياسي مع الاستعانه بدراسة الحالة, وخلصت البحث الى مجموعة من النتائج أهمها, أن مؤسسات التمويل الدولي تعمل جاهدة للتوافق بين برامجها والخطط والاستراتيجيات التنموية في تشاد واللجنة الوطنية لإعداد الخطة (P.N.D). إن الصندوق الأوربي للتنمية (F.E.D) ساهم بقدر كبير في تحقيق التنمية الاقتصادية في تشاد، عن طريق برامج ومشروعات الاتحاد الأروبي. وأهم التوصيات, إتخاذ الأحكام الضرورية للموافقة من أجل القيام بدفع الاموال المخصصة للبرامج والمشاريع، والموافقة على اعفاء الضرائب الجمركية في اطار تنفيذ البرامج والمشاريع. اعداد نتائج جميع انجازات البرامج والمشاريع الممولة من قبل الصندوق الاوربي للتنمية وعرضها جملة من اجل تقييمها تقديم خدمات استشارية في مجال مشروعات دعم التنمية وبرامجها خاصة بالنسبة لقطاع الزراعة والثورة الحيوانية وفي مجال الاستثمار في البنية التحتية. Abstract The subject of this research dealt with the international financial institutions and their contribution to the achievement of economic indicators of development in Chad through a case study of the role of the European Fund for Development in Chad _ applied study on the European Fund for Development (FED) in the period between 2002-2017 as one of the partners of the Ministry of Economy and Development Planning In the areas of economic development in Chad, the problem of the study was the problems facing the funding support in Chad and thus the achievement of economic indicators, and the contribution of the European Development Fund to achieve economic growth rates and economic development in Chad, and aimed to know its role in Supporting GDP and GDP by identifying economic growth during the period, the study assumed a positive relationship between the European Development Fund and GDP in Chad and the national output and economic growth rates. It is important to note that the international financial institutions are receiving increasing attention in all countries. According to the nature of the study, the researcher followed the historical and descriptive approach with a standard model with the help of the case study. Between the programs and development plans and strategies in Chad and the National Committee for the preparation of the plan (P.N.D). The European Fund for Development (F.E.D) has contributed significantly to the economic development of Chad, through the programs and projects of the European Union. The most important recommendations are to take the necessary provisions for approval in order to pay the funds allocated for programs and projects, and to approve the exemption of customs taxes in the framework of the implementation of programs and projects. Preparation of the results of all the achievements of programs and projects financed by the European Development Fund and presented in order to evaluate the provision of advisory services in the field of development support projects and programs, especially for the agriculture and animal revolution and in the area of ​​investment in infrastructure.
