سياسات البنك الدولي وتأثيرها على عمليات التنمية في دول العالم الثالث (السودان نموذجاً)

Abstract

مستخلص البحث تناول هذا البحث سياسات البنك الدولي وتأثيرها على عمليات التنمية في دول العالم الثالث (السودان نموذجاً) هدف البحث الى عكس اهمية موضوع التنمية واثرها على البيئة الدولية ، وابراز الدور الذي يلعبه صندوق النقد الدولي في تحديد العلاقات الاقتصادية الدولية ، ايضاً توضيح معوقات التنمية في دول العالم الثالث ودور الصندوق في هذا الجانب. استخدم البحث المنهج الوصفي التحليلي من خلال وصف عملية التنمية عموماً والسودان خاصة ايضاً من خلال وصف الظاهرة ومنهج دراسة الحالة من خلال دراسة حالة السودان . توصل البحث الى ان هناك ارتباط وثيق ما بين التنمية والخلفية الفكرية التي انطلق منها المؤرخون ، ايضاً توصل الباحث الى ان الصندوق هو امتداد لسياسات الاستعمار ويرتبط ارتباط وثيق بمحاولات الهيمنة التي يمارسها العالم الاول في ظل سيادة نمط العولمة . ايضاً أثرت سياسات الصندوق في تعطل عمليات التنمية خصوصاً في ظل سيادة المشروطية السياسية وما يعالجها من ديمقراطية وحكم رشيد . على ضوء النتائج التي توصل اليها البحث يوصي بضرورة الاهتمام بالقطاع الزراعي كأحد الموارد الاقتصادية التي تلعب دوراً كبيراً في دفع عجلة التنمية الاقتصادية ايضاً تحديد نسبة سنوية في الميزانية لسداد أصل الديون الخارجية . Abstract This study is dealing with the World Bank policies and their impact on developmental processes amongst the Third World countries (Sudan as a model). The study objective is to reflect the importance of development and its impact on international environment, also to highlight the role played by the International Monetary Fund (IMF) on determining the international economic relations. In addition to clarify. The obstacles of development and the role of Funding on this aspect. Analytical and descriptive tools were used for describing the development process generally and development in Sudan specifically, by studying the phenomenon of Sudan situation case. Study reached that there are close link between development and the historians point of view regarding to their cultural backgrounds, in addition it reached that IMF is an extension of first world colonialism policies and hegemony practiced under the umbrella of globalization. Also IMF polices disable the process of development, especially under the rule of political conditionality accompanied by democracy and good governors. According to the research findings we recommend that more attention should be directed toward agricultural sector as one of economic resources, which is known by playing major role on steering wheel of the development. Also to determine percentage from the annual budget for repaying foreign debt.
